Regular City Council Meeting <br /> Monday,December 8, 2014 <br /> Page 39 <br /> Specific to comments by Councilmember McGehee that the City had lost poten- <br /> tial business to New Brighton, Councilmember Willmus opined that one over- <br /> whelming factor in that was that the City of New Brighton controlled the land <br /> versus multiple private owners of this area in Roseville. <br /> Councilmember Willmus stated that his focus was how to move the community <br /> forward and work with neighbors and property owners for everyone's future best <br /> benefit, and not continue looking over their shoulder. Councilmember Willmus <br /> opined that the best scenario to accomplish that was to pursue an updated traffic <br /> study and determine impacts based on information received today. <br /> Councilmember Etten sought additional information on the cost of an updated <br /> traffic study as part of the larger work currently being done for the City by SRF. <br /> City Engineer Culver advised that SRF would rerun the model to make sure they <br /> had an up-to-date and accurate projection of 2030 traffic volumes, as well as im- <br /> pacts to traffic infrastructure in this area. Mr. Culver anticipated that update <br /> could be accomplished for an estimated additional fee of$8,000 to $10,000. <br /> Councilmember Etten asked Mr. Culver if he saw any benefit of working with <br /> Ramsey County for financial assistance for Lydia Avenue and/or County Road D <br /> improvements. <br /> Mr. Culver responded that staff continued to pressure Ramsey County for updates <br /> for Lydia and Fairview, but their cooperation would be dependent on receipt of <br /> federal grants or other grant funding to accomplish the work. Mr. Culver opined <br /> that updated traffic numbers would certainly further that cause, however, he could <br /> not guarantee it would come to fruition. <br /> Councilmember Etten questioned if the City would derive more benefit from this <br /> through working with other entities to relive some of the funding pressures. <br /> Mr. Culver responded that it had already been determined with the 2007 AUAR <br /> that these improvements would ultimately be needed, and opined that an updated <br /> traffic study would allow the City to put pressure on those other entities to move <br /> those remedies forward. Mr. Culver advised that staff had informally continued <br /> to discuss with those entities the shifting of their focus to Lydia Avenue, County <br /> Road D and Fairview Avenue. <br /> Councilmember Laliberte noted that, at the beginning of tonight's meeting, she <br /> had sought to delay this discussion. <br /> Laliberte moved, McGehee seconded, not acting on this design services contract <br /> at this time; inviting Public Works staff and Commissioner McGuire to discuss <br />
