Mayor Roe opined that from his <br /> personal analysis there were many more benefits in pursuing Phase III of Twin <br /> Lakes Parkway than concerns; and opined that those benefits ultimately out- <br /> weighed the concerns. Therefore, Mayor Roe reiterated his opposition to a mo- <br /> tion to delay the design work. <br /> Councilmember Laliberte challenged Mayor Roe's statement that because right- <br /> of-way had already been purchased, nothing could be done because of that, was <br /> not the only solution, as that acquired property could always be put back on the <br /> market. <br /> Roll Call <br /> Ayes: Laliberte. <br /> Nays: McGehee,Willmus, Etten, and Roe. <br /> Motion failed. <br /> Willmus moved, Laliberte seconded, pursuing an updated traffic study prior to en- <br /> tering into a contract for design of Phase III of Twin lakes Parkway, and at a cost <br /> estimated at $8,000 to $10,000. <br /> At the request of Councilmember Etten, Mr. Culver estimated approximately 3-6 <br /> months for completion of the updated traffic study, as part of the current work <br /> under the RCA. <br /> At the request of Councilmember Laliberte, Mr. Culver advised that for any fur- <br /> ther development in the area, an updated traffic study would be needed; and pend- <br /> ing any land use changes beyond current development proposals in process, the <br /> traffic study remained doable and could be incorporated within those timeframes. <br /> Mr. Culver reiterated that data would be collected throughout January, and once <br /> the model was updated and redone, it could be tweaked if needed and if a land use <br /> change came into play. However, with the current developments and/or current <br /> proposals taken into account, Mr. Culver stated that he did not see any reason oth- <br /> er elements could not be incorporated into that study. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus. <br /> Nays: Roe and Etten. <br /> Motion carried. <br /> With agenda items 14.a and 14.b remaining, at approximately 10:00 p.m., Willmus moved, <br /> Etten seconded,to extend the meeting to the conclusion of the remaining agenda items. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Etten, and Roe. <br /> Nays: McGehee. <br /> Motion carried <br />
