However, Coun- <br /> cilmember Etten stated that he'd like to initially hear from staff to work into a <br /> broader discussion. <br /> Mayor Roe spoke in support of staff's involvement, as long as their participation <br /> was not in the form of a "presentation" but part of a general discussion and with <br /> everyone getting their fair share of time. <br /> Mayor Roe opined that he was impressed with this City Council, and that it was <br /> one of the most effective City Council's he'd served with to-date. <br /> City Manager Trudgeon advised that he would take this feedback and return with <br /> suggestions and a proposed framework for the City Councils January 5, 2015 or- <br /> ganizational meeting; along with potential dates and other logistics for finaliza- <br /> tion. Mr. Trudgeon sought the City Council's intent for staff's involvement; with <br /> Mayor Roe responding that several concepts were brought forward tonight, and <br /> would need further fleshing out. <br /> Councilmember Laliberte supported Councilmember Etten's suggestion for con- <br /> versations with Department Heads as the first part of the Retreat allowing City <br /> Councilmembers to digest that information and factor it into their priorities, and <br /> then spending the second half of the meeting without staff and in planning strate- <br /> gies and goals. <br /> Mayor Roe questioned if Councilmember Laliberte was supporting staff remain- <br /> ing available as a resource or not; she responded that she would not ask them to <br /> come in on a Saturday; but was suggesting that the City Council use that time to <br /> discuss their goals and priorities and what they wanted to accomplish over the <br /> next year. <br /> Mayor Roe questioned what might happen if the City Council set their goals that <br /> were not in line with staff's' with Councilmember Laliberte expressing her assur- <br /> ance that staff would be quick to subsequently set things straight. <br /> 15. City Manager Future Agenda Review <br /> City Manager Trudgeon distributed written preliminary agendas for several upcoming <br /> meetings. <br /> 16.
