I've been a homeowner at 1128 County Road C2 in Roseville for the last 15 years. I'm writing <br /> to you to request that the Council delay any further discussion on the Twin Lakes Phase 3 Parkway Extension project for <br /> the following reasons: <br /> 1. Lack of Recent Planning—the original Master Plan for the Twin Lakes area,the Twin Lakes Business Park AUAR, <br /> was originally adopted in 2001 as part of the City's Comprehensive Plan.The developments, assumptions, and <br /> projections associated with this project are now 15 years old, and the changes in and around the surrounding area are <br /> vastly different than what was assumed at the time. <br /> 2. Economic Costs—There is no clear plan to finance this project.Tax Increment Financing (TIF) is not free. <br /> Assessing"benefiting properties" places an unfair burden on property owners,finding additional TIF funds or general <br /> funds to finance this project is shortsighted,takes dollars away from other city needs, and needs further discussion. <br /> 3. Impact to Neighborhoods—By far, what I am most concerned about is the impact to neighborhoods in and <br /> around County Road C2 which are projected to the bear the brunt of increased traffic from this project if it connects, <br /> even indirectly, with County Road C2. I was the co-leader of the Save C2 neighborhood association which staunchly <br /> opposed the opening of C2 between Lexington and Hamline in 2012, and I am just as opposed to creating a potentially <br /> increased traffic burden on this road. Since the opening of C2, I continuously observe vehicles traveling well above the <br /> posted speed limits. I have been narrowly missed by inattentive motorists when retrieving mail from my mailbox. I <br /> routinely clean up roadside trash from my front lawn discarded from passing vehicles. I have watched drivers take risks <br /> attempting to cross or turn north onto Lexington Ave. In short, since the opening of C2, there has been a significant <br /> 1 <br /> 1.1111.11111.1.1.1111111111111111111111111 <br />
