Holt announced that the City Council officially appointed youth representative Teague <br />12Bogenholmto the Commission.Welcome Teague! <br />13 <br />ROLL CALL/PUBLIC COMMENT <br />142. <br />15A group of 6 residents were in attendance for the meeting and deferred their comments until the Deer <br />16Population item. <br />17 <br />APPROVAL OF MINUTES –OCTOBER 7,2014MEETING <br />183. <br />Commission Recommendation: <br />19 <br />20Minutes for the October 7,2014meeting were approved unanimously,Wallabstained. <br />21 <br />DEER POPULATION ACTIVITY & DISCUSSION <br />224. <br />23Brokke briefed the Commission on the history of deer populationmonitoringin Roseville. <br />24In 2004,a number of departments were handling deer related calls, comments and complaints. Parks and <br />25Recreation volunteered to funnel the calls to provide a better, more streamline service to the residents. <br />26Since then Parks and Recreation has managed these calls and worked with Ramsey County to monitor <br />27the number of deer in Roseville. <br />28Typically, Ramsey County performs an annual account in January and February. <br />29Parks and Recreation staff provide the Council with a periodic report of resident comments and <br />30Ramsey County reports. <br />31Brokke also shared Ramsey County numbers over the past few years. <br />32Brokke spoke to the fact that Ramsey County does have a control program that includes a <br />33controlled hunt. <br />34Doneen asked for more information and criteria for a controlled hunt. <br />o <br />35Brokke spoke about how Ladyslipper Park might be a potential site due to its size and the <br />36distance and location of adjacent residences. <br />37Newby asked about the nature of the complaints. <br />38Brokke responded with deer destroying trees & plants, vehicular safety and the issue with <br />o <br />39the animals becoming too tame. <br />40Newby also asked if the City has an ordinance about feeding deer. <br />o <br />41Doneen commented that deer feeding on local plantings is hard on native vegetation. <br />o <br />42Commission members discussed considering recommendations to control feeding of deer. <br />43Brokke informed the Commission that he has talked to the Ramsey County Natural Resources. <br />44Manager and staff from Little Canada and St. Paul about the outcomes of hunts in their <br />45communities. Response had been that the hunts have had a noticeable effect to the point that <br />46some of these communities are considering not holding hunts in the future. <br />47Resident Comments: <br />48Bill Frank informed the Commission that the deer population is devastating the plant life <br />o <br />49in his yard and the yards of his neighbors. He has seen 5-7 deer in has yard at the same <br />50time. Bill indicated that he and his neighbors believe the deer count in his area of <br /> <br />
