Regular City Council Meeting
Monday, November 17, 2014
Page 5
(11ounciln-teniber WilInvus noted that a CorrinlUnity Center was specifically and
separately identified in and thrOLIghOUI the Parks Master Plan process and SLIP_
ported by the public for continue discussion and consideration. ouncilmember
Willmus noted that past diSCUssions had been primarily limited to potential part-
nership with Roseville Area Schools, art(] suggested such as partnership could still
be pursued, vdiether through land, space, or simply the long tradition, of working
cooperatively (e g• gymnastics center). ouncilmerriber Willmus expressed his
curiosity seeing how the new park buildings would fulfill the need and role for
gathering Spaces, and should prove an interesting component to the overall Picture
as they carne on line. fri monitoring that, and what was learned froin the Cities of
Shorevle%v and Maplewood, and their operating deficits, Couriciln-tember Willmus
opined that the public's comfbrt level could then be feather deten-mined. Coun-
cilmerriber Willrrius opined that, just like cornitiunity centers in other cities, the
need to determine the public's willingness to expend dollars f6r such a facility
was something that needed consideration, but cautioned that lie was, not yet ready
tura rush out and state that Clic City of"Roscvillc had to have a con, imunity center.
Councilmember Etten agreed that a combined effort by the City and School Dis-
trict could prove berieficial fi_,)r both patties, as well as the conimUnity; even
though it ineant there were more pcOplc involved who had to con -ie to an agree-
ment and work Out the details, such as where and when, which should be possible
with leaders working together as a whole. Councilmernber Etten noted that this
type of facility was substantially (Jifterctit than those being constructed in area
Parks, and as residents had recently asked hini, there remained a need for a facility
to rriect the needs froin little children to the elderly. While in agreement with
niany ofthe COMments made by his colleagues, Councilmember Etten opined that
lie was not readY to jump into the pool yet.
With recent financial obligations undertaker) by the City with Park Renewal FIro-
grain itnprovernents and bonding, as, well as utility acrd infrastructure irnprove-
rnCIIt Upgrades and costs, Mayor Roe opined that right now he had little interest in
adding anything additional for taxpayers, Flowever, Mayor Roe noted the con-
tinuing comments he heard from residents, about the things we still don't have in
the community frorn the standpoint of a C01111-11LItlity center, and therefore, it
seemed a reasonable approach was to, determine as tirnef'ranic when such a facility
would and could make sense (c,g_ if as local sales tax option was considered).
Mayor Roe suggested options, including how to adjUSI timing, should all be part
of the process; and to him, it seemed it was important to have key things in place
bel"ore moving forward, including the actual steps in the process, who t:c> talk to,
and when those preliminary conversations should occur. Mayor Roc suggested
that the Conni-nission move from the initial interest expressed by the community
in the Park Master Plan process as a starting point, including areas of" interest in
such a facility, and then seek further Feedback from the C01111TILinity to determine
their current level o C support in pursuing a COMMUrn ty center. Mayor Roe noted
