Any approvals should be contingent upon final approval <br />of utilities and grading plans by your Public Works Director. Your <br />Fire Marshall has also reviewed the plans extensively and has made <br />specific recommendations regarding fire prevention equipment. <br />Attached is a copy of the recommendations from Bruce Ryden which we <br />recommend be attached as conditions to any approval proposed. A <br />landscaping plan has been prepared delineating proposed plat material <br />and design. We have suggested in reviewing this pl~n that additional <br />plant material be provided. Details with respect to these recommendations <br />will be provided at the meeting in the form of a large scale overlay. <br /> <br />8. In summary, we suggest that the overall development proposal merits <br />positive and constructive review. The applicant in this case, has <br />considerable experience in the development of such projects having <br />formally been associated with the Shelter Corporation (Gary Carlson). <br />The proto-type development in Golden Valley, perhaps offers the best <br />means of evaluating the end results. We suggest it would be most <br />helpful if the members of the Planning Commission and Council could <br />view this site just east of Winnetka Avenue at Rhode Island. <br /> <br />9. The new emphsls on municipal houslngl polley, and program brought <br />about by the recent adoption by the legislature Qf the "Metropolitan <br />Mandatory Planning Act" accents the need for the City to pursue <br />an Inventor,y of balanced economic housing in the City. We suggest <br />th~t serious consideration be given to the site in question as an <br />appropriate locating for a portion of the housing needs of the City <br />In a reasonable and thoughtful manner. The land use proposed for <br />the site in the 1969 plan was that of high density multiple housing. <br />The development proposal in question 1; consistent with that land <br />use objective. <br />
