Fire Marshal~ <br />SUBJECT: Windsor Farlcy Multiple Family Dwelling ProJ2ct on Snell1ng Avenue <br /> <br />I have reviewed the proposed project w1th regard to the f1re protectlon requirements <br />for this co~plex with Fire Chief Floyd l~Cuyer. ~ne following recommendations and <br />require~nts will be applicable to this proposed project: <br /> <br />1. A 121. looped fire main from the existlng 12" on the north side of the <br />project down the center street to the MOst southern property line thence <br />westward and tie back into the 8" stub that is presently on the east <br />side of Snelllng Avenue. <br /> <br />2. An 8" water main extending eastward along the north roadway to the east <br />roadway then due south to the roadway on the south side of the project <br />between the apartment buildings and the garage, then westerly back to the <br />12" main mentioned in number 1. <br /> <br />3. An 8" extention off the Tee at the northwest corr.er of the project. <br />southerly along t~e frontage road to approx1mately the center line <br />of the proposed seven story apartment bUlldlng. <br /> <br />4. The fire hydrant locations shall be as laid out on the proposed project <br />sheet as submitted by Wlndsor Farley Company. <br /> <br />5. Due to the lack of access to the rear of the southeasterly c~~plex and <br />the set-b~ck distance from roadways for the northeast and northwest <br />complex, we will require that all buildings. with the exception of the <br />garages. be completely protected with automatic sprinkler systems <br />throughout all buildings in addition to the requirements that arc <br />presently set forth in the M1nnesota State Building Code. This <br />automatic sprinkler requirement is an absolute necessity due to the <br />lack of acc~ssibility of the buildings to the fire dep~r~nt and <br />in the event of an emergency. <br /> <br />Although the present sub~itted proposal does not lndlcate the bUlld1ng type or the <br />exterior of these buildings lt IS ant1c1pated that 1t will be as others that have <br />been proposed in this area, that 1S type 5 (wood frame construction) buildings <br />wi.h a wood probable rough sawn cedar exterior. These type of build1ngs lend <br />themselves very qUlckly to conflagration hazards and present an extremely difficult <br />sltuation for fire department control and present a ~evere llfe hazard if not <br />properly portected. <br /> <br />Chief LeCuyer has lnstructed me to attend t~e plcnnlng commisslon hear1ng on thlS <br />proposed project at which time I will present the flre depar~ment flre protection <br />requlrements to the plannlng commlssion and subsequently to the C1ty Councll so <br />that they may fully understand the 5everlty of the problem and the necesslty in <br />providing the underground fire ~~ln system and the automat1c flre protection <br />requlrements for these buildings. <br /> <br />t1arch 8, 1976 <br />
