Attached is a eopy of the report prepared for the 2 May meeting of the <br />Plannlng Commlssion. That report gives a general outline of the proposal, <br />concerns. and alternatives. <br /> <br />2. At the hat meeting of the Commission, at the owner's request, the <br />Planning Commi~sion considered and approved the concept of the development <br />proposal. The Planned Unit Development (PUD) Ordinance providel (at the <br />applicant'. option) 3 consideration of concept approval prior to approval <br />of the development plan. Testimony on the part of contiguous land owners <br />at the May meeting indicated their opposition to the construction of ROle <br />Pl4ce as a publlC improvement proJect, with the owners of the mobile home <br />park to the north. and the slngle family home owners to the west objecting <br />to the posslble assessmentJ that would result. Wlth this opposition in <br />mind, the applicant offered to build his own "privllte driveway" on the <br />public right-of-way if the City would all~w him to do so. Inasmuch as <br />that vlolates the Clty normal policy, the concept des\~n and the question <br />as to the feaSlbility of the applicantis proposal to construct a private <br />drive on public: right-of-way was referred to the City Council for its <br />advice. <br /> <br />3. The Council considered this quest10n at a work session conducted on 16 <br />May, and :nformally agreed that ln this case they would allow the <br />construction of a pnvate driveway on the public right-of-way. with a <br />provuion for appropriate ngl)t-of-way to construct a public: turn~around <br />(cui-dC-sac) near the westerly edge of the property in question. This <br />will be done "11th the intentlon of posS1bly vac&tlng portions of Rose <br />Place to the west, though that actlon is not conte=plated with the <br />development of thlS proposal. It was further understood that the driveway <br />to be constructed on the public rlght-of-way should be developed with an <br />appropnate turn-around faeihty for eIllergency safety vehlcles and that <br />the public CUl-de-sac could be constructed at such time as 8 full public <br />street is built wlthin the Rose Place nght-of-lo1ay. It is anticipated <br />that this would likely occJ.r when and if the mobile hOllle court to the <br />north is redaveloped for cOllllllercial pur;loses (as toned). or for h1gh <br />density mult1-famlly purposes (as shown ln the Comp.ehensive Plan). <br />
