Attached is a cllpy of the Planning Commission's recommendation to the
Council prepared for Council action at their 11 June 1984 me~ting. These
recommendations were determined by the Planning commission at its 6 June
1984 llI.eeting.

At that Council meeting, the applicant reversing his prevlous offer to
construct a ptlvate road on the public ri3ht-of-way requested that a
public street again be ccnsi<iered, The Clty Engineering Dapar::m.ent hu
estimated that a properly constructed privat~ access road on the public
right-of-way could cost up to 75 percent of ,he cost of a public street.
With this consideration in mind, th~ Counc.&.l requests that the Planning
Commission con'lder'

a. Applications of the street Wl th tesr~ct to future access to the
westerly portion of the ro.ol:>i1e hOI'<e park land.

b. Cost of II publlC street versus ~h~ cost of II private drive.

c. Could the construction be staged so as to avoid the cost of tearing up
a private street at the tUllE" II p1lbhc street is constructed?

2. The hrat consideration u br.:st illustrste~ by a sketch (to be avu14ble
at the meetlng) WhlCh shows no~ a private street coald be Cvnst.ucted from
th~ end of a public cuI-dc-sac easterly back to Lexington Avenue through
the mobile home park proprrty, From the loop thus formed, . cul-d~-sac
can be extended westerly as far as r.eceuary within the mobile park
property without ex~eeding th~ 500 foot limitAtion placed on such
cuI-dc-sac length for c~ergency vehicle access pu~pose~. K~eplng 1n mind
that the mob11e home park's underlYlng zoni~g 11 B-3 (Business), such an
access patte~n could be very import~nt to the ultlmatc development of the
property.

It is also true that the Hre Mat'shall has informed us that, in his
opinlon, the connect1.on to the mobde home park to a pllblic cul-de-sao:: on
Rose Pl~ce lo;ould be very helpful now for hre department access purposes
to 8e~ve tr.e existing ClOLile hOllle park. Our conclusion 11 that the
construction of a public cul-de-sac at this tlme could therefore assist in
an appropdate and safer access to the r:Iobile hOllle park now and for
develop=ent in the future.
