The loathing and <br />contempt for us and the use of the bureaucracy to exercise these <br />feelings casts an ominoua shado~ across the CItizens of Roaeville. <br /> <br />--*.5 <br /><5 ... <br />;..- {()". <br />\ _;VI <br /> <br />, <br /> <br />Since 1980 my wlfe and I have owned Lake Owasso Marine at 2764-74 <br />No. Victoria in Roseville. We have attempted to contInuously <br />improve it. When we removed an old building and attempted to <br />build a garage, strange things happened. <br /> <br />We now know personally of two simIlar cases. The parties sold <br />and left. We have been told of others. We'll leave too. Herela <br />why. <br /> <br />Now, what causes a city to attack its citizens f~r no obvious <br />reason? What began as a SImple request for a permit to build a <br />garage has become a nightmare for my wife and me. <br /> <br />We have been Insulted, bullied, lIed to and about by people who <br />we had never met before. <br /> <br />We were told we could apply to bUIld a garage by apPolnt~ent on <br />Wednesday morning only. I ~as out of town so the inlt1al applica- <br />tion was made by my WIfe who was unexplalnably left valting by <br />the plannlng commIssion for an hour and a half. When she was <br />finally Interviewed (Interrogated), It ~as in a brus~ue manner <br />with several relerences made to my being an airlin~ pilot. My <br />wife was asked for our property abstra~~ about ~~!ch she knew <br />nothing. She was told to come back v~th the Qbstract if s~e <br />wanted to bUIld a garage. I called to ~c:,i~ that they really <br />needed the abstract and to Inform them that It was lnconvenient <br />to obtaln it. That ~as too bad. If ~e wanted a garage we must <br />bring in the abstract. <br /> <br />The next ~ednesday that I could be In MInnesota 1 brought the <br />abstract. We agaIn were kept waiting, but thIS tIme only an hour. <br />The men looked at me scornfully and one said, "you're a pIlot, <br />aren't yoU?" 1 asked if thiS would affect my building a garage. <br />He saidt "we'll see." We handed him our abstract. He slid It <br />back to us, saYing, "Whatls this for?1I We told hIm he had told <br />us to bring it In. He said, "you don't need an abstract to <br />bUIld a garage," My wife said It was the saffie person who inSisted <br />we brIng It in. Thus began the month~ of unexplainable behavlor <br />toward us. <br /> <br />"The garage IS too close to the lake" (we measured, It wasnlt). <br />"There is no survey" (1 had It done). lilt does not show the <br /> <br />-1- <br />
