,

.

.

~

I

built up in it next to the house at 2764 No. Victoria. The
excavation (includ1ng tree removal) and block ~as to sllow the
garage to be build at the sa~e level as the house. Ve can fill
it in and cover it over at any time and it won't be visible.
When sll of the obstructive behavior was taking place, I complained
that we needed th1S before w1nter or we wouldn1t be able to build
anyway. I was given verbal perm.saion to do so. I didn't know
then I was being set up. After spending $JOOO.OO. I waa informed
that by requir1ng a PUD (spec13l use permit), the city now
required that I give another 10 feet of my property to Ramsey
County ~20 feet total) and "Oh, incidentally, since the old
duplex of yours w1l1 be partially in the additional lO feet, you'll
have to agree to glve it to the County also." Now they had me.
I said 1 wouldn't tear it down or give it to Ramsey. I was given
60 days to remove my 111egal footing and doundatlons, if I wouldn1t
action would be taken against me.

We appealed to Ramsey County~ The County attorneys saw no probl~m
with leavlng our 64 year old duplex alone. Roseville reacted in
panic. A letter was wrltten to a county offlcJal warning that
if 1 vas let off the hook on my duplex, Rosevl!le would never
cooperate with Ramsey on any future roads. (I have a copy of
this letter.) I personally pl~~~ed wlth lno county official to
not let them do th1S to us anJ reminded h~m that the legal people
sa~ no problem. 1 also ~nqujred about the eth~cs and fairness
of such actlon. He didn't C3rc and, if I ~won," would "take it
to the Supreme Court and you can't afford that, can you?~

By no~ we knew tnst trere was something more than just a garage
at stake here, but. what lt is escapes us. 1 told the county
official that we qu~t. I asked if we stopped trying to build a
garage, would they leave us alone. He told me that vhen my
insurance company found out I wouldn't even get lnsurance. (This
threat I don't yet understand, but I'm sure there's something
~ore coming.)

1 appealed to Roseville to please leave us alone. ~I won't build
a garage!" Not enough! 1 can't even turn the proposed garage
site into a prlvate parklng area. Each block must be removed,
not covered over. Why? Why a P.U.D. ln the flrst place? Too
many bUlldlngs? Baloney! 1 took an old buildlng down before I
asked to build the garage anyway. A house and a garage on a 100
foot piece of property requ1res speclal use? The Roseville
offlcials have garages. I bet my lot lS larger than theirs.
My duplex and marina Slt on the second 100 feet. The minl~duplex
~s 525 sq. ft. (smaller than a garage) and the marina is 600 sq.
ft. (average garage slze). Even lf the house (l200 sq. ft.) is
counted aod all of the bUlldlngs totalled, we have only 2J25 sq.
feet of building on 26,000 sq. feet of land (200'xlJO'). Nothing
makes sense!

I

-3-
