In general, the St. Rose of Lima Church folks propose to convert their <br />existing convent to a parish administration center and rectory and convert <br />he exi.ting rectory to convent purposes. Attached is a statement <br />describing the changes propo~ed, and a site ;lan indicating the nature and <br />location of these changes on the property. We have reviewed the proposal <br />on .everal occasions with the staff, representatives of tne Church, and <br />Tom Lynch, architect, of the firm Winsor and Fairey. Their program seem. <br />4 reaSONABLE AND practical one utilizing an existing structure (the <br />convent) for which they have little usu in its present capacity becau.e of <br />the extre=e reduction in the number of nuns houled on site. <br /> <br />2. The Church has a long bistory in Roseville. the school was built in 1949 <br />and added to in 1954. they currently eperate grades K-8 with <br />approximately 400 students. The Church was last expanded 15 yean ago. <br />They have 322 parking spacel on site. The facility aerves approximately <br />2,700 families in their services area. <br /> <br />3. Because there .Ire a nulllber of principal structures on the site, the <br />planned revisions should be processed as a Planned Unit Development for <br />which a .pecial ule permit is re~uired. <br /> <br />4. South of the existing convent structure, they propose to remo~e an <br />existing two car garage and construct a new three car garage. 'Ibis <br />structure will be within six (6) feet of the east property line contiguous <br />to an existing single fa=ily residence. Churches and convents are a <br />per=itted use in the R-l D18trict, but with the stipulation that all <br />structures be not less than 30 feet fr()(Q the property linp.. Thus, the <br />variance i~ required in this case. <br /> <br />As of this point, no detailed plans have been prepared indlcating a method <br />of handhng this tranl'lieion frOlll the east side of the garage to) the <br />contiguous residence. The Planning comlll.ission and Council may wish to <br />consider adding a condition to any approval that a landscape p13n be <br />prepared subject to staff approval, to adequately handle this transition. <br /> <br />5. the engineering staf( notes that the driveway for this new garage is <br />pro?osed to be 25 feet in width. The ordinance limits driveways to <br />residential properties to 22 feet in width. <br />
