You will note that the elderly <br />housing structure (northerly most building) Is located 70 <br />feet trom the south right-of-way line of Grandview Avenue. <br />The minimum setback required here would be 30 feet. <br />Theoretically, the not.therly 70 feet of the property could <br />be lett in the single tamily zone, though this would require <br />a variance to the sotback (to this zoning line) and a <br />further variance to the density requirements. <br /> <br />Such a strip of land zoned R-l would provide some protection <br />to the neighbors to the north in the event the land is <br />rezoned, but the project is not buUt. All of the land <br />ha.ving been Indicated on the Comprehensi ve Plan as high <br />density multi-family housing, however, justifies the <br />rezoning of the property as proposed. The Planning <br />Commission and Council, however, lIIay wish to consider the <br />zoning not taking eftect until construction proceeds. <br /> <br />10. The staff has met with the developer and its consultant a <br />number ot times in the past two months. He has been most <br />cooperative in considering the statr recommendations. <br />Though there might be minor alterations and design details, <br />it would appear that the proposed structures and site <br />development will function well, and be an attractive <br />addition to the community at a highly exposed location <br />within the City. <br /> <br />11. The proposal then includes a re~uest tor action on the <br />following: <br /> <br />a. Rezoning from R-1 to R~3 for the northerly 110 feet <br /> <br />b. Approval 01' d Planned Unit Development for the entire <br />site (subject to the ~~zoning of the southwesterly 0.91 <br />acre site) <br /> <br />c. Approval of a Special Use Permit for the Planned Unit <br />Development and the day care center. <br /> <br />d. Approval of the variance to density and parking <br />requirements. <br />
