OOCOO

Mr. Karl Keel
Assistant City Engineer
2660 Civic Center Drive
Roseville, Minnesota 55113

Dear Mr. :<:eel:

We have reviewed the traffic impacts of The Lexington Rental
Community proposed for the area between Woodhill Driv~ and County
Road C2 west of Lexington Avenue. O~r concern was whether or not
County ROad C2 should be extended from Griggs street ~c Lexington
Avenue.

t

County Road C2 currently exists between Snelling Avenue and
Griggs Street. The second portion is constructed between
Lexington Avenue and Victorja Street. It is shown in the Twin
Lakes Redeve!.opment plan that a new road wU 1 extend from the
intersection of County Road C2 and Snelling Avenue west to
conne~t to Terrace Drive near Fa~rview Avenue and eventually to a
relocated Interstate 35W ramp at Cleveland Avenue north of County
Road C. It is anticipated that this new through street in thG
redevelopment area will relieve County Road C of a significa'l\t
traffic volume. Thus, the stretch of County Road C2 between
Griggs Street and Lexington Avenue is the only mixing link
between Lake Owasso and I-3SW.

Traffic which might use the County Road C at Lexington Avenue
will consist of through traffic coming from either the
redevelopment area or areas west, local traffic using County Road
C2 to get from one area of Roseville to a nearby area" 01'
::'esidents from the immediately adJacel1t area.

Currently. County Road C2 east of Lexington Avenue carries 900
vehicle.s per day. It drops to slightly more than 500 vehicles
pcr day near V1ctoria Street. The average traffic near Victoria
Street has remained constant at b2tween 400 and 500 veh1cles per
day since 1976. The volumes near Lexington Avenue were also
relatively low until the past two counting seasons (1985 and
1987).

$HOi/T EwOTT
I'E,\Dl?rcI<SON INC

iT PA.J...
M'NNEsor...

CHIFF- E~,A FMl'
W'SCONSIN
