Mr. Karl Keel
July 6, 1988
Page #2

VOlumes on County Road C2 east of Snelling Avenue are ~urren~ly
approximately 1,700 A.D.T. This volume has a\go remained
constant between 1,500 and 1,700 since 1976. 7he traffic volume
west of Hemline Avenue is ap~r~~!~=t:l~ l,~vO una nas been
f1uvtuu~~ng oetween 1,200 and 1,600 aince 1974. The VOlumes east
of Ham1ine Avenue are approximetely 600 indicating a relatively
low volume of traffic.

The draft report of the traffic study of the Twin Lakes
Redevelopment Area indicates a significant volume of traffic on
County Road C primarj ly betTJean Cleveland Avenue and Snelling
Avenue. Volumes on County Road C~/Terrace Drivd are
significantly less. As an example, peak hour volumes eastbound
on County Read C at Snelling Avenue are projected to be almost
1,900 per hour in the year 2000 while similar eastbound traffic
at County Road C2 at Snelling Avanue are less ~han 250 vehicles.

The traffic study for the Twin Lakes Ar&8 does not indicate a
great trip desire to the Roseville and Shoreview areas near Lake
O',,&sso. Thus, there js very little traffic assigned to County
Road C2 or to Lexington Avenue north from the area. Volumes
projected to County Road C east of Snelling Avenue are also
substantially reduced [rom those west of Snelling Avenue. Thus
it appears that County Road C east of Snelling Avonue has
adequate capacity.

It is anticJ.pated that the 321 dwelbng units comprising the
rental community would generate approximately 1,900 vehicle trips
per day. A~cess from the development is proposed to use either
Lexington Avenue or County Road C2. It is anticipated that
approximately 65 percent of the traffic will travel south to
County Road C, Highway 36, Lexington Avenue, or other major
streets. ripproximately 35 percent will travel north using either
Te~ington Avenue or Hamline Avenue. The daily volume generated
to the north whIch could utilize County Road C2 is therefore
relatively small. Witn County Road e2, it io anticipated there
would be approximately 285 addi tional vehicles from the
development on County Road C2 at Lexington ~~enue and 380
additional vehicles at Hemline Avenu~.

Tra~fic generated by tho reta~l devAlopment ~ssociated with the
rental development is a"ticipatcd to use either Woodhil1 Drive,
CJ.vic Center Drive, or Lexington Avenue. VOlumes utilizinq
County Road C2 should be insigoJ.ficaot.
