Mr. Karl Keel
July 6, 1988
Page #3

The need to extend County Road C2 is not readily apparent.
Through traffic from the Twin Ldkes Development appears to be
relatively small and has the option of using county Roed C to
reach tb'" Lake OW8SS0 area. Traffic going into Shoreview and
Arden H ,can utilizing Snelling Avenue and County Road E.

Area traffic similarly seems to hav€' al ternate routes such as
Woodhill Drive or Lydia Avenua and JOSephine Road. Finally,
locally generated traffic does not seem to be significant in its
demand for County Road C2 completion.

The benefits of extending County Road C2 would be primarily to
bette1 serve local traffic with a more convenient route, or to
remove t.raffic which now uses Lydia Avenue and Josephine Road as
a connection between Fairview Avenue and Lexington A~enue.

Wi th the extension of county Road C2, we anticipatu that the
volume west of Lexington Avenue would be less than 1,OeO cors per
day. This volume would b~ reade up of local residents, traffic
from the apartment development and some through traffic divertod
from Josephine Road.

A non-traffic related benefit of the County Road C2 extension is
the ability to serve the apartment complex f~om two directions.
Witho'lt Count~ Road C2, the main entrance to Lexington Avenue
will be the sole access point basad on the exist in:! layout.

If you havp any questions regarding our comments or our
conclusions, please feel free to call.

Sinc9rely,

~?'41M:.?Juv

Glen Van Wormer, Manager
Transportation Engineering
Dopartment

GVW/me
