The entire project is being added to the Clty'S tax <br />increment program and Hr. Craig Waldron has conducted <br />numerous meetlngs with the applIcants toward this objective. <br />Wlth respect to the ~varall design, the Planning Commlsslor <br />and Council will note that the PUD and the landscape plan <br />include a six foot wide trail to be developed on the <br />property westerly of Cleveland Avenue, InclUdIng <br />circumferential route around t~e property ~drrYlng it <br />contiguous to the freeway right-of-way on the west side of <br />the land. You will note that that portIon of the greenway <br />west of Cleveland Avenue toward the north end of the <br />property (south of County Road D) is proposed to be a 40 <br />foot wide hermed and landscaped strlp as Indlcated on the <br />large-scale portion of the landscape plan labeled "Landscape <br />Buffer Plan". This 40 foot strip is deSIgned to accomplish <br />a transition to the residentlal propertIes on the east siee <br />of Clev&land Avenue. We suggest that the Planning <br />Commission and Council might wish to consl~~r requirlng that <br />thIs 40 foot strip extend south on the west side of <br />Cleveland Avenue to a point one lot south of Brenner Avenue; <br />thereby OfferIng additional protectlon to ~he residences O~ <br />the east side of Cleveland, OppOSl te th is portion of the <br />site. <br /> <br />The o;crall design has been ~yn~ ~.th the ir.~cntlon of <br />minlmizlng the iMpact on the contlguous resldential areas to <br />the east (across Cleveland Avenue) and to provide a hlghly <br />desirable aesthetic impact on Cleveland Avenue itself and <br />ultiMate develop~ent to the east; south of Brenner. All the <br />frontage along Cleveland Avenue WIll be offIce frontage WIth <br />the s~rVlce areas of the offlce service structures being <br />primarily in the courtyard; area ted by pans of structures <br />in the site plan. <br /> <br />14. The Planning Commission may WIsh to questlon the appl1cant <br />regarding more details ac to the use of bUlldlng materidls. <br />We have discussed these details WIth the appllcant but the <br />draWIngs submitted do not delineate the detailed nature of <br />such materials. <br /> <br />15 In summary, we suggest ~hat the overall redevelopment <br />constitutes an opportunity lor residents now in the area to <br />relocate to more appropriate sln~le~famlly residentlal <br />reighborroods. The overall development 3ccomplished over a <br />per-iod of four to f1 ve years offers an economically viable <br />and aporopriate land use for tre area and wlll have <br />conslderable positive effect on the employment potentlal for <br />the area and the city as a whole. The ultlmate impact on <br />properties to the e~st and south, we feel wlll be beneficial <br />where there are now some older truck lines and conslderable <br />undeveloped property on the west sld~ of Langdon Lake. <br />
