Daniel Boerigter, lames Doherty, led Ipsen, <br />Tammy Pust, Mark Traynor, and Kedrick White <br /> <br />Date: August 2, 2005 <br /> <br />From: Bob Guthrie, 1810 Alameda Street, Roseville, Minnesota <br /> <br />Subject: Planning File 3655 - Request by Todd lliff, 1822 Dale Court, for a VARIANCE to Section 1005.016 <br />(Residential Dimensional Requirements - Lot Size) and a MINOR SUBDIVDISION to create a <br />substandard residential lot. <br /> <br />Dear Roseville Planning Commission Members: <br /> <br />Please give serious consideration to denying the parcel subdivision variance request for the following three reasons: <br /> <br />1. Safe!)' - Subsequent construction on the proposed subdivided parcel will likely diminish the existing line of <br />sight through home construction and landscaping thereby presenting a safety hazard to residents of this <br />neighborhood. This parcel adjoins the intersection of Dale Court and Dale Street North represents the only <br />north-bound access to Dale Street from the neighborhood for residents living on Alta Vista, Rama, Dale <br />Court Pine View Court, Stuber, and Alameda Streets (less than 100 homes in all). There is considerable <br />traffic on Dale Street in the mornings and evenings. In 1993, Ramsey County conducted a 24-hour traffic <br />count and determined that 11,550 vehicles drove the segment of Dale Street located between Roselawn and <br />Larpenteur (personal communication - 101m Zdrazil, Ramsey County Public Works). The present traffic <br />volume for this section of Dale Street is not known. The Roseville Public Works is presently conducting a <br />traffic count at the Dale Street entrance to Dale Court The posted speed limit on Dale Street is 40 mph, but <br />anecdotal evidence suggests that some vehicles drive much quicker than this and in some instances attain <br />speeds that are 10 to 20 mph faster than the legal limit (Dan Soler, Ramsey County Engineer, and <br />Lieutenant Rick Mathwig, Roseville Police Department). According to the Minnesota Department of <br />Transportation Road Design Manual (Figure 5-2.02F), for a Case ill B intersection where a stopped vehicle <br />(at Dale Court) turns left onto Dale Street, the corresponding sight distance is approximately 650 feet (red <br />dashed line). However, at a speed of 50 mph the sight distance increases to 1,000 feet (blue dashed line). <br />It is also noted that residents approaching the intersection of Dale Court and Dale Street are traveling north- <br />northeast and look across this open portion of the existing lot to gain a better view of north-bound traffic on <br />Dale Street. Safety to existing residents is utmost concem To date, this particular intersection has <br />remained relatively accident free according to Lt. Mathwig.
