CALL FOR PROPOSALS

THE ANNUAL KNIGHT COMMUNITY DESIGN WORKSHOP

May 30, 2002

Dear Neal,

Each year, the Knight Program in Community Building, based at the University of Miami's School of
Architecture helps to sponsor a charrette (an intensive community design workshop) in one of the 26
communities where the Knight Foundation supports community building efforts. As St. Paul is one of
these communities and Tom Borrup" one of this year's Knight Fellows is based in your community, we
would like to solicit proposals to hold the Knight Charrette in St. Paul this fall.

The Community Building Program was designed to specifically address the complex problems associated
with suburban sprawl and urban disinvestment. The Program brings together practicing architects, urban
designers, community leaders, policymakers, real estate developers, transportation planners, and
community development specialists as part of a continuing education program. This year we are focusing
on the challenges associated with suburban, metropolitan and regional issues associated with growth and
redevelopment. Some examples of some of the many potential challenges to be addressed in this year's
charrette include suburban infill, redevelopment and community building efforts in older, inner-ring
suburbs, the redevelopment of brown fields and grey field sites such as closed shopping malls, and
transit-oriented development.

The charrette will assemble a team of experts from these fields represented by the Knight Fellows, and a
group of leading architects and urban designers skilled in New Urbanism and Smart Growth planning for
neighborhoods and communities. These will include Elizabeth Plater-Zyberk, a founding member of the
Congress for the New Urbanism and Dean of the University of Miami's School of Architecture, Jaime
Correa, the Knight Professor in Community Building, the Knight Scholars, graduate students in the
University of Miami's Suburb and Town Design Program, and other nationally recognized leaders in
New Urbanism and Smart Growth.

The Knight Program will cover all of the costs for assembling and housing the charrette team and
consultants, production costs for a pre- and post-charrette publication oriented towards the needs of the
community, and some of the miscellaneous expenses associated with carrying out the event.

In order to ensure the greatest possibility of success, both in terms of carrying out the charrette and in
implementing the plan that is generated, we would like you to review the attached material and work with
your local Knight Fellow to prepare for a telephone interview and potential site visit.

You do not need to submit a formal written application at this time. The attached material is being
provided to help communities evaluate their preparedness and resources in advance of a telephone
interview. Communities who are interested in pursuing a charrette simply contact their local
Knight Fellow and arrange a time for the interview convenient to all participants. Communities that
are selected will be expected to complete the application form with letters of support. The remainder of
this letter identifies some ofthe criteria we will be considering.
