<br />4.0 BACKGROUND: <br /> <br />4.1 The property located at 1900 Oakcrest Avenue has a zoning of! -1, Light Industrial, a <br />current land use of "I", Industrial, and a future land use of"B", Business. <br /> <br />4.2 The Light Industrial District allows rental and leasing of vehicles as a conditional use <br />permit. Specifically, Section 1007.02D12 states: Rental and leasing of motor vehicles <br />including the resale of motor vehicles previously rented or leased by the leasing or rental <br />business owner (September 1979). <br /> <br />4.1 Section 1013.01D of the Roseville City Code describes the criteria which must be used to <br />evaluate a CUP. They are as follows: <br /> <br />a. Impact on traffic. <br />b. Impact on parks, streets and other public facilities. <br />c. Compatibility of the site plan, internal traffic circulation, landscaping and <br />structures with contiguous properties. <br />d. Impact of the use on the market value of contiguous properties. <br />e. Impact on the general public, health, safety and welfare. <br />f Compatibility with the City's Comprehensive Plan. <br /> <br />4.3 The CUP process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />4.4 The applicant(s) have indicated that there would be no overnight storage of vehicles on <br />the premises and that the leased space will include an indoor showroom. <br /> <br />5.0 STAFF FINDINGS/RECOMMENDATION <br /> <br />5.1 The Community Development Department has reviewed the proposed request and <br />determined that the request meets all the criteria necessary for granting approval of the <br />requested CUP. Specifically, the Community Development Department has determined <br />the following: <br /> <br />· The request will have a minimal impact on traffic in the neighborhood. The area <br />surrounding 1900 Oakcrest Avenue is predominately office, warehouse, <br />showroom, and business uses, mostly within multi tenant facilities. The use is <br />consistent with those in the general area and should not create an increase in <br />vehicle usage on surrounding streets. <br /> <br />· The request will have no impact of parks, streets and other public facilities. The <br />proposed use of vehicle rental and/or leasing will not create additional demand for <br />park use; should not create additional need for public facilities (city water, <br />sanitary sewer, and storm sewer); and should not create added capacity demand <br />on surrounding streets. <br /> <br />PF3411 - ReA 072902 - Page 2 of 4 <br />
