5.13 The Roseville City Code requires new two-family attached units to have a minimum
structure setback distance between buildings of 20 feet. The proposed PUD has a
minimum structure separation of 20 feet. Some driveway accesses will be shared to
reduce impervious surface coverage.

6.0 STAFF COMMENTS and FINDINGS:

6.1 The land use, 12 structures with 2 townhome units each, is consistent with the
Comprehensive Plan designation for the area; the proposed density of 3.52 units per net
acre (less street right-of-way) is within the City Code (zoning) density of 4 units per
gross acre. There appears to be a demand for this type of low maintenance, high value,
townhome unit, which is consistent with the rambler style of architecture in this portion
of the community.

6.2 The Comprehensive Plan Goals and Policies include the following direction: Roseville
Comprehensive Plan - 2000 Update Goals and Policies
- Page 70f21

C. RESIDENTIAL POLICIES
The City will:

1. Adopt flexible standards for new single family and multi-family housing developments
to allow for innovative development and more efficient densities. It is not the goal of the
City to significantly increase overall residential densities.

a) Encourage higher quality mixed developments by allowing planned unit
developments as guided by the goals, policies, and performance standards of the
community with more dedication of park and open space.

b) Where feasible or practical, integrate neighborhood oriented retail/ service
businesses (within walking distance) into the mixed used project. Consider such
mixed use developments in areas where change is already underway.

c) Encourage innovative high quality planning and design in residential
developments that cater to the life style/life cycle of present and future residents.
Higher quality development may include such improvements as masonry
exteriors, higher window and wall insulation packages, underground parking,
more usable open space than normally required, porches, landscaping,
underground parking, and amenities packages within each unit.

7. When approving a residential Planned Unit Development, require better quality with
established criteria for open space, a "sense ofplace", and quality materials.

8. Encourage the development of well-designed multiple family dwelling projects which
are compatible with adjacent uses. The following criteria should be considered when
reviewing proposals for multiple family dwelling construction within the City:

PF3417 - ReA Final Development Plan 093002 Page 5
