<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Mike Strub has submitted a proposal to construct a detached garage five feet from the <br />property line adjacent Dellwood Street. The Strub home was constructed in 1979 and <br />lies 17 feet from the Dellwood Street property line. <br /> <br />4.2 The neighboring home (1276 County Road B) was constructed in 1964 and lies roughly <br />ten feet from the Dellwood Street property line. The neighboring home also has an <br />existing detached garage, constructed in 1968, which lies one foot off the Dellwood <br />Street property line. Through the project review, staff has determined that the detached <br />garage (1968) was approved under the building permit process and did not receive nor <br />was required to receive a variance. <br /> <br />4.3 The Strub parcel is designated Low Density Residential in the Comprehensive Plan and it <br />is located in the R-1, Single Family Residence Zoning District. <br /> <br />4.4 The proposed improvement seeks a 528 square foot detached accessory building in the <br />comer side yard of the parcel for the purpose of seasonal storage. The proposed detached <br />accessory building would be placed in northwest comer of the parcel, adjacent the <br />neighboring garage, but setback five feet from the Dellwood Street property line. <br /> <br />4.5 The Strub parcel is 10,184 square feet in size, affording 3,044 square feet of impervious <br />area. The current principal structure, attached garage and driveway occupy an estimated <br />2,508 square feet of impervious area, which affords Mr. Strub approximately 536 square <br />feet of impervious area before the maximum limit is reached. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The proposed improvement to the Strub parcel attempts to meet the goals and objectives <br />of the Housing Plan. Specifically, the Housing Plan encourages reinvestment into <br />existing housing to provide increased functionality to retain families within the <br />community to maintain a quality neighborhood. The proposed detached accessory <br />building would complement the existing attached garage, which is not large enough to <br />store Mr. Strub's seasonal items. <br /> <br />5.2 The Strub parcel has a low area that lies further east of the proposed structure in a <br />location where the proposed building could meet the required 30 foot setback. However, <br />this low area collects some of the neighboring properties drainage during rain <br />events. Further, the acceptable location would eliminate a large portion of the back <br />yard and block the adjacent property owner's view. This neighbor supports the <br />proposal and opposes a proposal that places the building in the rear yard. <br /> <br />5.3 The Section 1004.02D4 of the Roseville City Code states: A side yard adjacent a street <br />on a comer lot shall not be less than 30 feet (Ord. 275, 5/12/59 and amended in 1995). <br /> <br />PF3426 - ReA 102102 - Page 2 of6 <br />
