older children) locate in the community (more than 50% of the heads-of-
household will be over 55 years old).

2. Employment growth patterns: How and where are we growing?
Employment grew by approximately 6,000 jobs between 1990 and 2000 to a
total of 39,250 jobs, however, this number has decreased to 34,800 over the
past two years. Job growth was greatest in the information, biotech, hi-tech
and service sectors. Roseville has a higher job to resident ratio than all other
first-ring suburbs except Edina. Of those Roseville employed residents, 16%
actually work in Roseville. The 1-35W Corridor includes the Cities of Arden
Hills, Blaine, Circle Pines, New Brighton, Mounds View, Roseville and
Shoreview. Growth in jobs along the Corridor has increase from 85,000 to
100,000 jobs, of which 9% work in Roseville, while 5.5% work in downtown
St. Paul and 7.0% work in downtown Minneapolis.

3. Job growth by locations: Where was and where will there be job
growth?
Job growth in Roseville was strongest in the Twin Lakes, Rosegate and Centre
Pointe Business Parks, where a total of 2,600 new jobs were created over the
past 5 years. The 35W Corridor will create another 20,000 jobs in the next 20
years. Roseville will capture approximately 25% of those new jobs and will
depend on other Corridor cities to provide some of the housing for those
workers. These new housing areas are expected to be in the communities of
Blaine, Shoreview, and Arden Hills.

4. Housing growth patterns: How and where are we growing?
Roseville's housing supply grew by approximately 1,110 dwelling units since
1990, which slightly exceeded previous expectations. The majority of housing
locations left to be developed (approximately 55 acres or 0.5% of total land in
Roseville) or redeveloped are multi-family housing sites. The primary
demand for multi-family housing is seniors and young professionals.

5. Housing growth by locations: Where is the new housing growth?
Strong housing growth occurred in Planning District 5 (refer to planning
district map for specific location) where the Owasso Hills development
created over 81 new single detached family homes and 98 townhomes were
constructed. Senior housing in multi-story sites accounted for 386 (35%) of the
new units. Townhomes accounted for 451 (41%) units. Another 193 (17%)
units were scattered throughout the community.

6. What types of housing units are being built?
Sixty-eight percent of the new housing units built Since 1990 are owner
occupied units (detached and attached units).

Roseville Comprehensive Plan - 2002 Update

Executive Summary -Page 3 of 16
