<br />7. How has housing affordability changed in the last ten years? <br />Over the last ten years, affordable housing has proven to be difficult to find in <br />Roseville. The turnover rate among single-family homes is approximately 3% <br />per year. The rental units within Roseville have a turnover rate of nearly 25% <br />per year. Of those residents who relocate, 25% find another home in <br />Roseville. New residents are coming from homes within a three mile crescent <br />around the east, south and west edges of Roseville. Residents who leave the <br />community generally are moving to suburbs east and north. Staff estimates <br />that slightly less than 40% of the Roseville housing units are classified as <br />"affordable" to a family of four. The Twin Cities median income in 2002 <br />according to U.s. Department of Housing and Urban Development standards <br />was $76,700. <br /> <br />8. How do job growth and housing growth compare? <br />Over the last ten years, both Roseville (6,000 jobs, 15% growth) and the rest of <br />Ramsey County have seen job growth outpace the growth in housing units. <br />Roseville's job to housing ratio is 1.2, exceeded only by Edina in the <br />Metropolitan area. <br /> <br />9. Where has traffic congestion changed? <br />Over the last five years, traffic volumes have increased. Portions of I-35W <br />near Highway 36 now carry a peak load of 153,000 vehicles per day. Highway <br />36 carries 82,000 at peak in one area. Snelling now carried 45,000 at peak in <br />one area near Rosedale. However, traffic levels at each of the monitoring <br />checkpoints have remained near the standard target level of service. <br /> <br />10. What is happening in the proposed Northeast Diagonal Corridor <br />(NEDC)? <br />Ramsey and Hennepin County, as the rail authorities, are planning to <br />purchase the western abandoned portion of the NEDC, which is an old rail <br />line. Initial planning on the portion that runs through Roseville as a <br />commuter line from White Bear Lake to Minneapolis has begun. The NEDC <br />plan projects commuter use for 2010 or beyond. A first phase feasibility plan <br />was created in 2002 by Ramsey County's Rail Authority. <br /> <br />11. Public Safety - Have crime rates and fire calls changed dramatically? <br />In the past five years, from 1995 through 2000, crime rates in Roseville have <br />declined by 18 to 22%. From 1995 through 2000, fire calls per year have <br />declined by 25% to a low of 610 in 2000 due in part to an active fire <br />prevention program. The property lost averaged $0.33 million per year, while <br />the property saved averaged more than $45 million. <br /> <br />12.
