<br />Roseville's Comprehensive Plan. The current Plan was adopted in September of 1994. <br />As the Planning Commission and City Council work with the Plan, they have found <br />that amendments are necessary to address changing conditions and to reflect on-going <br />work or new information. City-proposed amendments may include changes to policies, <br />revisions to future land uses, zoning changes, updated maps, or other components of <br />the Plan. With rare exceptions or emergencies, the City considers its plan amendments <br />once every year. However, property owners and residents may propose an amendment <br />at any time. <br /> <br />The amendment process provides key dates, review factors to consider, and <br />requirements in order to complete a Plan Amendment. To ensure that the City receives <br />all the necessary information to consider proposed amendments, applicants must use <br />the Comprehensive Plan Amendment Application Form. For proposals to amend a <br />general section or policy within the Plan not dealing with a specific project, individuals, <br />groups or City Departments must be submitted by July 1 of each year. <br /> <br />B. PROPOSING AN AMENDMENT To THE COMPREHENSIVE PLAN - ApPLICA nON <br />REQUIREMENTS <br /> <br />Anyone may propose an amendment to the Comprehensive Plan. Proposed <br />amendments will be reviewed by the Planning Commission and City Council and may <br />include changes to policies, future land uses, maps, zoning changes, appendices and/ or <br />other components of the current Plan. Proposals must be submitted on a City <br />Comprehensive Plan Amendment Application form. <br /> <br />Application forms are available from the Community Development Department located <br />in Roseville's City Hall at 2660 Civic Center Drive or can be downloaded from the <br />website at: <br />www.ci.roseville.mn.us under "Community Development/Comprehensive Plan". <br />Requests for a proposed amendment must be made by submitting a completed <br />application form to the City Planner. Proposed amendments without the required <br />application information may be rejected or returned for additional information. <br /> <br />C. AMENDMENT PROCESS <br /> <br />Recommendation to Consider City Sponsored Amendments. In late October or early <br />November, staff submits recommendations to the Planning Commission and City <br />Council regarding proposed amendments, if any. The Planning Commission and City <br />Council select the amendments to be considered for a public hearing and review. <br /> <br />The selection of amendments to be considered is based on factors such as: <br />1.
