<br /> <br />2. Whether the proposed amendment meets existing state and local laws <br />(including the Metropolitan Council Blue Print). <br />3. Review time of the proposed amendment includes the amount or difficulty of <br />technical analyses needed to adequately review the proposed amendment, <br />and whether there is sufficient time for public review, particularly of <br />amendments proposing major changes from the adopted plan. Proposed <br />amendments that require extensive analysis to adequately review may be <br />delayed for approval or denial until the following year. <br /> <br />Recommendation to approve or deny an amendment. In November and December, <br />after policy and technical analysis and review, staff will recommend amendments and <br />affirmations of any changes approved during the calendar year and forward them to <br />the Planning Commission and City Council for consideration at a public hearing <br /> <br />Following the Planning Commission public hearing in November or December, the City <br />Council will review the Planning Commission recommended Comprehensive Plan <br />Amendments and take final action on the amendments and/ or affirmations. The final <br />approval or denial usually is considered in mid January. <br /> <br />D.
