<br />SECTION 1 _ The Plan & The Updating Process: This section was updated and <br />describes the Comprehensive Plan review and updating process, and includes the <br />historical Plan amendment summary and a copy of the City Council action. <br /> <br />SECTION 2 _ The Land & Its People: This section reviews Roseville from a historical, <br />geographical, physical, and demographic perspective. The demographic profile has <br />been rewritten and includes Census 2000 information about Roseville. The updated <br />information is incorporated into the 2002 affirmation. <br /> <br />SECTION 3 _ Goals & Policies: Minor changes in the goals & policy section will occur <br />to be consistent with recent master plans, i.e., Twin Lakes Business Park, Arona- <br />Hamline. <br /> <br />SECTION 4 _ Land Use Planning District: The Existing Land Use Map illustrates <br />existing land uses, including a spreadsheet breakdown of each designation by area and <br />percent of total City land area. <br /> <br /> <br />The Comprehensive Plan Future Land Use Map illustrates all future land use <br />designations based on City approvals to December 31, 2002 including a spreadsheet <br />breakdown of each designation by area and percent of total city land area. <br /> <br />The changes that occurred in this section include: the modification for Planning District <br />3 regarding the Arona-Hamline Neighborhood Master Plan which establishes new uses <br />_ primarily multi-family housing - for 35 acres including 13 acres of former city land <br />and 6 acres of the Hamline Shopping Center site. Planning District 14 wherein the <br />former business and residential site of the Kath Fuel Station was converted to a mixed <br />use development including multi-family and office condominiums. Primarily located in <br />Planning District 10 the Transportation Plan was amended to include the County Road <br />"C" Design Framework. <br /> <br />SECTION 5 _ Transportation: For the Year 2002, the Transportation Plan was amended <br />to include the County Road "C" Design Framework. All interstate and county road <br />design and functions as they related to adjoining land use, as well as transportation <br />systems, are currently under review by the North Metro I-35W Corridor Coalition. <br />Amendments will be implemented in 2003-2004. The traffic counts on I-35W (152,000 <br />peak) and Highway 36 (82,000 peak) were revised by MnDOT. <br /> <br />SECTION 6 _ Housing & Neighborhood Plans: The City continued its contract with <br />the Housing Resource Center (HRC) in 2002 through the I-35W Coalition. This contract <br />affords residential property owners an opportunity to seek information regarding home <br />improvements and financial assistance. In 2002, the City created a Housing and <br />Redevelopment Authority (HRA) to proactively address housing issues. <br /> <br />SECTION 7 _ Economic & Redevelopment Plans: This section will contain building <br />permit activity for the Year 2002.
