<br />after January I, 2003. Also contained in this section are a number of redevelopment <br />projects. Listed below is a progress report of those projects: <br /> <br />? City Center Campus: In November 2002, the voters approved a $9.7 <br />million referendum to construct a police facility and expand the public <br />works facility within the city campus. <br /> <br />? Twin Lakes: Approval of amendments to comprehensive plan for <br />business park on June 26, 2001. Amendments approved by the <br />Metropolitan Council on October 24, 2001. Alternative Urban Area Wide <br />(AUAR) approved by the Environmental Quality Board (EQB). In fall <br />2002, the City Council began reviewing proposals for use of portions of <br />Twin Lakes, with construction expected in late 2003 or spring 2004. <br /> <br />? Arona Site: Approved the 35 acre Arona/Hamline Neighborhood Master <br />Plan. The City Council accepted proposals and selected one for further <br />study and possible land use applications in 2003. <br /> <br />SECTION 8 - Environmental Protection: Revisions to this section are currently being <br />completed. The Capital Region Watershed formed in 1999. They developed their storm <br />water management plan in 2000. The Plan has been adopted by reference within the <br />Comprehensive Plan. In 2002 the City began preparation of a new storm water <br />management document and plan, expected to be ready for adoption in the spring of <br />2003. <br /> <br />SECTION 9 - Parks: The Park Systems Plan is being revised and will be incorporated in <br />the 2002 affirmation. The Roseville Park and Recreation Department completed a <br />Natural Resources Inventory and an "Environmental Lands Protection Plan" that will <br />also be incorporated into the 2002 affirmation. <br /> <br />SECTION 10 - Community Facilities: The Department of Public Works/Engineering <br />has created digital mapping for the City's sanitary sewer, storm sewer, water main, and <br />all public easements. These maps are incorporated into the 2002 affirmation. <br /> <br />SECTION 11 - Implementation Strategies: The City of Roseville continues as a partner <br />in the North Metro I-35W Corridor Coalition, a collaborative planning process for the <br />35W that included six other cities. For 2002, the Build-Out Study illustrates housing <br />units, types of units, jobs and per capita growth for the seven city Coalition through <br />2020. <br /> <br />The Capital Improvement Program (CIP) is required by State Statute 462.356 to be part <br />of the Comprehensive Plan review process in this sense: Annually, the Planning <br />Commission reviews the list of implementation projects (for 2002) and advises/affirms <br />whether they are consistent with land use provisions and policies of the Comprehensive <br />Plan.
