<br />Marriott Courtyard opened in the fall of 2001. <br /> <br />Twin Lakes Business Park. The 275-acre Twin Lakes area is located on <br />County Road C between Cleveland, just west of Snelling. A market driven <br />redevelopment plan was completed in 1988 that targeted 110 acres of land <br />and was renewed in 2000-01 for a total of 170 acres of redevelopment land. <br />The first new building, the Twin Lakes Medical office building, was <br />constructed in 1994 on the site of trucking terminals, construction storage <br />areas and the old Mack Hotel. Since 1994, Ryan Construction, the <br />designated developer through 2003, has built four office/flex buildings <br />totaling more than 320,000 SF of space. Contamination clean up in this <br />area totaled more than $4 million and included the establishment of a tax <br />increment district, a tax increment sub district and a Metropolitan Council <br />Tax Base Revitalization Grant. Over 1,100 jobs are now located in these <br />high tech/ flex buildings. <br /> <br />The redevelopment of the remaining parcels in the Twin Lakes Mixed Use <br />Business Park is a high priority for the City over the next 10-15 years, with <br />a majority of the redevelopment occurring after the construction of Twin <br />Lakes Parkway scheduled to begin in 2004. In 2000-01, Roseville revised <br />the master plan for Twin Lakes and completed a State Environmental <br />Impact Planning Document called an Alternate Urban Area Review <br />(AUAR). The City received a grant from the US Environmental Protection <br />Agency to conduct environmental assessments in the area. The new <br />estimates for development include up to three million square feet of new <br />multi-level office, retail, and medical facilities and 500-700 units of <br />housing. This will add up to 5,000 new jobs to the region generating <br />annual payroll of $400 million and an estimated new construction value of <br />$300 million. <br /> <br />In addition to the mixed-use business parks, the City has begun the master <br />planning and redevelopment of 35 acres within Planning District Three named <br />the Arona-Hamline Neighborhood Master Plan. As currently envisioned, over <br />230 new housing units, a revised park and new pathways, and 13-16,000 square <br />feet of new neighborhood retail space will replace a vacant 13-acre ball field and <br />a 6 acre outdated strip shopping center in 2003-2004. <br /> <br />Redevelopment strategies are only effective if the current business climate is <br />strong. Therefore, focusing on retaining and expanding Roseville's business base <br />is key to the long-term success of the City. Roseville's current retail sector is <br />strong with the presence of a regional shopping center and surrounding retail <br />complexes. The manufacturing, high technology and medical sectors should be <br />expanded to support Roseville's goals for quality employment.
