The planned work program actively communicates with approximately 200
businesses in Roseville through the Business Link Program. The Business Link
Program includes one-on-one visits, monthly faxed newsletter and quarterly
business luncheons. It encourages the area Chamber of Commerce to be the
support and communication mechanism for the retail community. The City
attempts to attract and retain businesses that provide quality jobs. Businesses
with minimal outside storage requirements that process or manufacture their
products in an environmentally sensitive manner are the City's focus in the
following industry sectors:
1) Medical- pharmaceutical and biomedical
2) Printing
3) Light Manufacturing
4) High Tech and Information Based Technology including Computer,
Telecommunication and research services.
5) Environmental Technology and Services
6) General Office

Future projects are based upon trend development of existing vacant land per
the comprehensive plan designation. Additional job growth and tax base can also
be anticipated as a result of the implementation of the redevelopment plan. It is
assumed that there will be a continued regional economic growth pattern to
support the projections and that there is an adequate supply of available
qualified employees and available environmentally clean land. Total
employment could expand to a range of 42,000 to 47,000 by the year 2020, based
upon development of existing undeveloped land as designated by the
Comprehensive Plan.

SECTION 8. ENVIRONMENTAL PROTECTION PLANS.

The protection of the environment is a critical component of the City's future.
Therefore, environmental protection plans are part of all department programs
and City ordinances.

Shoreland. The City of Roseville adopted the Shoreland Management Ordinance
in 1974 and rewrote the Ordinance in 1994 pursuant to Minnesota State Statutes.
The stated purpose of the ordinance is to preserve and enhance the quality of
surface waters, preserve economic and natural environmental values of
shorelands, and provide for the wide utilization of waters and other land
resources. The ordinance contains criteria and standards to control the use of
shore lands within the City. In addition, the City of Shoreview, our neighbor to
the north on Lake Owasso, has adopted a similar Shore land Management
Ordinance that is based on the Minnesota Department of Natural Resources
model.

Roseville Comprehensive Plan - 2002 Update

Executive Summary -Page 11 of 16
