<br />4.0 PROJECT SPECIFICS: <br /> <br />4.1 Dennis & Patricia Humphrey desire to divide their 1.15 acre parcel (154 feet by 324 feet) <br />into two parcels. One parcel would include the existing home and the second parcel <br />would be used to construct a new home for the Humphreys. <br /> <br />4.2 Section 11.0404 E states: Three Parcel Minor Subdivision: When a subdivision creates a <br />total of three (3) or less parcels, situated in an area where public utilities and street rights <br />of way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or street extensions are necessary, and the new parcels meet or exceed the <br />size (area) requirements of the zoning code, the applicant may apply for a minor <br />subdivision approval. <br /> <br />4.3 Section 1004.02D5 requires each residential parcel/lot in Roseville to have a minimum <br />width of 85 feet along a public street, a width the Humphrey proposal cannot achieve, <br />thus a variance is necessary. <br /> <br />5.0 STAFF FINDINGS: <br /> <br />5.1 Section 1004.02D5 single family residential lots/parcels in Roseville to have a minimum <br />width of 85 feet, a minimum depth (interior) of 110 feet, and an area of 11,000 square <br />feet. <br /> <br />5.2 The Humphrey parcel has an existing width of 154.47 feet, a depth of322.5 feet, and a <br />size of 49,817 square feet ( 1.15 acres). The proposed parcels would have widths of 114 <br />feet for the existing homestead and 40.47 feet for the new parcel; a depth of 160 feet for <br />the existing homestead and a varying depth of 322.5 and 162 feet for the new parcel; and <br />the parcels would have an area of 18,240 square feet for the existing homestead and <br />31,577 square feet for the new parcel. <br /> <br />5.3 The parcel created for the existing homestead would provide ample setback from side <br />(15 feet on the west) and rear yards 80+ feet on north). The new parcel creates a "flag <br />lot" that is 40 feet in width, a deficiency of 45 feet to the 85 foot minimum width <br />requirement. However, the new parcel depth and square footage exceed the <br />requirements of the Roseville City Code. <br /> <br />5.4 The Humphrey parcel is the largest in the neighborhood except for the Minnesota <br />Islamic Cemetery (northeast). The Humphrey parcel is also the only parcel in the <br />neighborhood that can adequately accommodate two residences. The proposed division <br />and proposed home location would have little impact on neighboring properties given <br />the deep lots that lie to the west and north, as well as the home locations along Burke <br />Avenue. <br /> <br />5.5 A number of adjacent property owners have contacted the City Planner to ask specific <br />questions and state their support for the Humphrey request. <br /> <br />PF3438 - ReA 012703 - Page 2 of 5 <br />
