JOINT POWERS AGREEMENT <br /> Between the City of Saint Paul and City of Roseville <br /> For Wireless Network and Support Services <br /> This is an Agreement by and between the City of Saint Paul, (hereinafter referred to as the <br /> "City")a Minnesota municipality,through the St. Paul Police Department, (hereinafter referred <br /> to as the "SPPD")and City of Roseville,Ramsey County,Minnesota(hereinafter referred to as <br /> "Roseville")a political subdivision of the State of Minnesota. <br /> WHEREAS, The City and Roseville,pursuant to the provisions of Minnesota Statutes §471.59, <br /> are authorized to enter into an agreement to exercise jointly the governmental powers and <br /> function each has individually; and <br /> WHEREAS, The City and Roseville,pursuant to the provisions of Minnesota Statutes §471.64, <br /> are authorized to lease, sell, and buy materials between one another; and <br /> WHEREAS, The City and Roseville have entered into agreements for Roseville to have the use <br /> of a CAD system owned by the City("City CAD System"); and <br /> WHEREAS,Roseville wishes to also utilize a Wireless Network for connectivity between <br /> Roseville's Police Department's laptops,and the City CAD System; and <br /> WHEREAS, The City and Roseville have reached agreement on the terms and conditions under <br /> which the SPPD will extend its City CAD System access and the expertise of its Technology <br /> Unit staff to Roseville's Police Department to help both parties achieve operating efficiencies; <br /> NOW THEREFORE, <br /> IT IS HEREBY AGREED,by and between the parties as follows: <br /> I. Scope of Services <br /> A. General Description of Services <br /> The SPPD,pursuant to authority set forth in the Saint Paul City Charter, Saint Paul City <br /> Codes and applicable State Statutes, shall provide Roseville a connection to the City <br /> CAD System for Roseville's mobile CAD system. Additional services may be provided <br /> pursuant to the Additional Services Section, I-F of this Agreement. <br /> B. System Description <br /> 1) Components- The System consists the City CAD System and Records <br /> Management System (RMS). <br /> 2) Support-The System is supported by hardware such as servers, firewalls, and <br /> related network equipment as required to support the Application Programming <br /> Interface(API)between City CAD System and the Roseville mobile CAD <br /> system. <br /> 1 <br />
