<br />Minneapolis City Planning Department Report <br />Text Amendment <br /> <br />. Vacant lots are unbuildable and are too small for conventional housing, but could work for the <br />stand alone carriage house <br />. Build for and house a huge population that literally have nowhere to live <br />. It is a creative new idea <br />. It affords people with housing an opportunity <br />. It affords people the opportunity to own the house because it increases their revenue <br />. Basic premise is to increase density and available housing <br />. Empower people to own their own home <br />. Give everyone a place to live <br />. Will address affordability by: <br />Own one unit, rent the other = deductions for tax purposes <br />Get homestead tax credits + rental income and you can depreciate the property as a rental <br />unit <br />You save on income taxes and homestead taxes <br />. Reduce the amount of rental property <br />. Increase the amount of homeownership <br />. Rental rates that will be charged in this neighborhood are below the 30% definition by Met <br />Council for affordability <br />. Use existing lots to double houses on, to get more rental units <br />. There is a market demand for these units <br />. It is an affordability issue <br />. We care about these things so they will be affordable <br />. MCDA could help make these affordable by giving $20,000 subsidy <br />. If those dollars are received, that is how to make affordability happen, affordability is what we <br />will put in. <br />. The subsidy is not what we are talking about, we are talking about creating housing and the <br />possibility of housing <br />. Whether it is affordability or not, is not the issue, it makes good sense to house our people <br />. Market rate in this neighborhood is affordable <br /> <br />Planning staff does not intend to debate the pros and cons of each reason listed above, only point out <br />various stakeholders' beliefs as to the purpose of this type of ordinance. As stated above, the Planning <br />Department received multi-faceted reasons for drafting an ordinance to allow accessory dwellings. <br /> <br />Purpose of Proposed Amendment as Presented in 2002: <br />The purpose of amending the NP Overlay district is based on two circumstances. First, the political <br />environment has changed. The 2002 City Council includes some newly elected Council Members. In <br />addition, the city has a newly elected Mayor. Each entity is focused on new housing strategies and <br />policies. Second, the Planning Department is aware of an increase in the number of stakeholders <br />interested in the concept of accessory dwellings. Planning staff attended two neighborhood group <br />meetings in the month of July and continues to receive requests for attendance at additional meetings, <br />while some Council Members receive input from interested constituents. <br /> <br />Page 3 <br />
