<br />Minneapolis City Planning Department Report <br />Text Amendment <br /> <br />Since the August 5, 2002 Planning Commission public hearing, additional Council Members and <br />interested stakeholders have informed Planning staff there is a concern about this ordinance becoming <br />eligible city-wide. In addition, these stakeholders raise questions regarding specific standards within the <br />text amendment. The disparity of interest by citywide stakeholders is an indication to Planning staff that <br />the text should be written in a manner that could apply to any neighborhood, rather than for the specific <br />needs of the Ventura Village residents. The text should be drafted to meet the needs of a variety of <br />neighborhoods. The Planning Department is suggesting that, at this time, the ordinance not be available <br />citywide. <br /> <br />Purpose of Proposed Amendment based on Planning Principles: <br />When reviewing the purpose of this overlay based on planning principles, several viewpoints are <br />important to note. <br /> <br />. The Accessory Dwelling Unit Model State Act and Local Ordinance from the Public Policy Institute <br />and the American Planning Association outlines existing Accessory Dwelling ordinances authorized <br />in other cities across the country. <br /> <br /> <br />According to several Accessory Dwelling ordinances reviewed by Planning staff, the purpose of this <br />type of ordinance include the following: <br /> <br />1. Use of existing housing stock <br />2. Efficient use of land and infrastructure <br />3. Response to the housing stock shortage <br />4. Legalize existing accessory dwellings <br />5. Respond to state growth management requirements <br />6. Meet diverse housing needs <br /> <br />According to the Accessory Dwelling Unit Model State Act and Local Ordinance, three factors lead <br />communities to developing policies for accessory dwelling units. Those three factors include changing <br />demographics, changing economics and changing community goals. <br /> <br />. Specific issues relating to the City of Minneapolis. <br /> <br />In 2001, Planning staff studied the accessory dwelling unit concept to determine if the overlay solved <br />the issue of affordable housing. In our research efforts, the Planning Department utilized various <br />resources including a market study, a design-cost study conducted with a local architecture firm, <br />resources from MCDA, the Greater Metro Minneapolis Housing Corporation (GMMHC) and <br />discussions with various city planning agencies across the country where ordinances such as these are in <br />place. Based on the input received from these resources, this type of development should not be the sole <br />solution to affordable housing. In fact, costs appear relatively high and too few accessory dwelling units <br />are built to make a difference as an affordability solution. <br /> <br />Accessory dwelling units can add to the housing stock, assist in maintaining home ownership and <br />increase housing choices. <br /> <br />Page 4 <br />
