<br />--- DRAFT - <br />(Revised: 05/07/03) <br /> <br />CITY OF ROSEVILLE <br />ORDINANCE NO. <br /> <br />AN ORDINANCE AMENDING TITLE 10, SECTION 1004, RESIDENTIAL ZONING <br />DISTRICTS REGARDING THE ESTABLISHMENT OF ACCESSARY HOUSING <br />UNITS WITHIN R-1 AND R-2 ZONING DISTRICTS. <br /> <br />THE CITY OF ROSEVILLE ORDAINS: <br /> <br />SECTION 1. Purpose. The Roseville City Code, Title 10, Section 1004 is hereby amended <br />by adding or revising language necessary to define "accessory dwelling unit" and to specify <br />the conditions under which such uses may be established in the R-1 and R-2 zoning districts. <br />The purpose of this ordinance is to allow for and regulate the establishment of accessory <br />dwelling units because they: <br />1. Provide a range of housing choices in existing buildings and neighborhoods; <br />2. Provide additional dwelling units while minimally increasing housing densities, at minimal <br />costs, and with little disruption to existing neighborhoods; <br />3. Allow individuals and smaller households (seniors, generally) to retain large houses and <br />residences by remodeling for an accessory unit; <br />4. Provide opportunities for elders or younger relatives to live in close proximity while <br />maintaining a degree of independence and privacy. <br /> <br />SECTION 2. Section 1002.02 is hereby amended by adding the following definition: <br /> <br />DWELLING, ACCESSORY APARTMENT: An accessory apartment structure or use <br />which creates a residential dwelling unit for 1 or 2 individuals, used to provide housing <br />accommodations in single-family detached housing districts, and which is permanent, but is a <br />smaller and subordinate dwelling unit within an existing or new house. The owner of the <br />property occupies one dwelling and a renter may occupy the second dwelling unit. An <br />accessory dwelling unit must have a conditional use permit, meet the required City Codes, <br />and be located in either an R-1 or R-2 zone. <br /> <br />DWELLING, ACCESSORY GUEST HOUSE: A detached accessory structure or use <br />which creates a residential dwelling unit for 1 or 2 individuals, used to provide housing <br />accommodations in single-family detached housing districts, and which is permanent, but is a <br />smaller and subordinate dwelling unit on a lot to the principal structure. The owner of the <br />property occupies one dwelling and a renter may occupy the second dwelling unit. An <br />accessory guest house dwelling unit must have a conditional use permit, meet the required <br />City Codes, and be located in either an R-1 or R-2 zone. <br /> <br />1 <br />
