Provide direction concerning the need to update the city <br />code. <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Mr. David Ault, property owner at 320 North McCan-ons Boulevard wishes to create an <br />accessory "mother-in-law" or guest house on his site. He has requested staffto find a time <br />to discuss the policy (and possible ordinance change) with the Council. In the past month <br />the Roseville Planning Staff has been asked to clarify the City's policy regarding <br />accessory housing units. Previously the staff has had requests to establish such units on <br />the same lot, or in the same residential building, but the City Code simply does not <br />address the issue. <br /> <br />1.2 Many cities in the metro area do allow accessory apartments or guest houses either by direct <br />right or by a permit process. As an example, attached is the City of Shoreview regulation. <br /> <br />2.0 QUESTIONS ABOUT ACCESSORY DWELLINGS <br /> <br />2.1 What is an accessory dwelling? <br />Accessory dwelling units (ADU) generally are small housing units for 1 or 2 individuals, <br />used to provide a greater range of housing choices in single-family residential districts on <br />lots with a minimum size (11,000 square feet in Roseville). It is an additional smaller, <br />subordinate dwelling unit on a lot either within an existing or new house, or on the same <br />lot (a guest house). Because this is generally allowed in a single family district and the <br />predominate housing type is owner occupied detached housing, in most cases the owner <br />of the propeliy also live on the site. A mobile home is not considered an accessory <br />dwelling. An accessory dwelling unit that meets the expected requirements of the City <br />Code could be allowed in the R-l and R-2 zones or on any multi-family-zoned lot <br />developed with an existing single family dwelling. <br /> <br />2.2a Why would Roseville encourage accessory dwellings? <br />Accessory dwelling units could serve a need in Roseville because they: <br />1. Provide a range of housing choices in existing buildings and neighborhoods; <br />2. Provide additional dwelling units while minimally increasing housing densities, <br />at minimal costs, and with little disruption to existing neighborhoods; <br />3. Allow individuals and smaller households (seniors, generally) to retain large <br />houses and residences; <br />4. Provide opportunities for older or younger relatives to live in close proximity <br />1 <br />
