<br />while maintaining a degree of privacy. <br /> <br />2.2b Why would Roseville discourage accessory dwellings? <br />Accessory units could create land use problems because they: <br />1. Turn into rental units of umelated individuals, hard to limit occupant number. <br />2. Many times have non-professional homeowner construction and maintenance; <br />3. Design details may not be sensitive to other structures in the neighborhood; <br />4. Parking and access can be a problem if not installed with construction; <br />5. Create more impervious surfaces (more roof and parking surfaces); <br />6. Could create a safety problem (access) in areas where of the existing house is <br />not accessible or there is no alley or comer access. <br /> <br />2.3 What conditions will allow for the establishment of an ADD? <br />An accessory dwelling unit may be created through the following: <br />1. Internal conversion within an existing dwelling: <br />2. Additions to existing house or garage (and be located at least 30ft back from <br />the front property line); <br />3. Conversion of an existing garage if it is set back at least 40ft from the front <br />property line; <br />4. Inclusion in development plans for, or part of, the construction of a new single <br />family detached dwelling unit; or <br />5. A separate detached dwelling unit that must be located at least 6 feet from any <br />structural element of the primary unit. <br /> <br />2.4 Can an ADD be established on a lot there are two single-family units or townhomes <br />on the lot? <br />An accessory dwelling unit may not be established on a lot of record with two or more <br />single- family residences. <br /> <br />2.5 Does an accessory dwelling need a building permit? <br />Yes. Before receiving a building permit to establish an accessory dwelling, the applicant <br />must record a deed restriction covenant with the Ramsey County Recorder certifying that <br />the owner is occupying one of the dwellings on the lot. An ADD comply with applicable <br />building, fire, and health and safety codes. An ADD cannot be occupied until a <br />Certificate of Occupancy is issued by the Community Development Department. <br /> <br />2.6 Does an ADD have to connect to water and sewer? <br />Yes. An accessory dwelling unit must connect to public sewer and water. <br /> <br />2.7 What is the maximum area allowed for an accessory dwelling within the primary <br />dwelling? <br />The total gross floor area of an accessory dwelling must not exceed forty percent of the <br />area of the primary dwelling's living area, excluding uninhabitable floor area, the garage <br />or other outbuildings. If the accessory dwelling unit is a separate building on the site, in <br />addition to the forty percent size requirement, the ADD along with all other impervious <br />surfaces cannot exceed thirty percent of the site, except with a variance. <br /> <br />2 <br />
