<br />4.0 REVIEW of REQUEST /HISTORY: <br /> <br />4.1 Mr. Knudson desires to retain a 230 square foot storage building that is currently attached <br />to an existing 864 square foot detached accessory building. Section 1004.01A4 of the <br />Roseville City Code allows up to 1,008 square feet of detached accessory building size <br />under a conditional use permit (CUP). An amount over the 1,008 square feet requires a <br />variance, which given Mr. Knudson desire to retain the 230 additional square feet of <br />storage or a total of 1,094 square feet, requires both a CUP and variance. <br /> <br />4.2 In 2001 Mr. Knudson received a building permit to construct a 16 foot by 24 foot (384 sq. <br />f1.) addition onto his (then) existing 20 foot by 24 foot (480 sq. ft) detached accessory <br />building (garage). At that time the 230 square foot storage building was attached to the <br />original detached accessory structure. <br /> <br />4.3 Discussions at the time the permit was issues centered on retaining the attached storage <br />building and proceeding through the proper process or removing the structure. Timing <br />and length of process appear to have played a role in Mr. Knudson's decision (at that <br />time) to remove the 230 square foot storage building from the detached accessory <br />structure prior to final inspection. Given this decision, a condition was placed on the <br />building permit Mr. Knudson received that stipulated that the 230 storage structure be <br />removed. <br /> <br />4.4 Since the issuance of the building permit, 384 square foot accessory building addition has <br />been completed and the 230 square foot storage building improved to match the structure <br />to which it is attached. However, allowing the 230 square foot storage building to remain <br />is a violation of the building permit and City Code. <br /> <br />4.5 In September 2002 an inspection was completed and notice given to Mr. Knudson to <br />remove the 230 square foot attached storage building from the (now) 864 square detached <br />accessory building.
