<br />5.2 Section 1004.01A4 states: Requirementsfor Increased Maximum Size: The size of <br />detached accessory buildings may be increased from a total of 864 square feet to a total <br />size of 1008 square feet. A public hearing and approval of a conditional use permit in <br />accordance with Section 1013.01 of this Title, and provided all other applicable <br />provisions of this Section are met, is necessary. Conditions may be attached to the <br />permit to mitigate the impact on adjacent properties, including, but not limited to, <br />increased setback, landscape screening, architectural color and detail requirements, <br />drainage provisions, and limiting exterior storage. When reviewing an application for a <br />conditional use permit, the Planning Commission and City Council shall consider the <br />following criteria: <br /> <br />. <br /> <br />Impact on traffic. <br />Impact on parks, streets and other public facilities. <br />Compatibility of the site plan, internal traffic circulation, landscaping and <br />structures with contiguous properties. <br />Impact of the use on the market value of contiguous properties. <br />Impact on the general public health, safety and welfare. <br />Compatibility with the City's Comprehensive Plan. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />5.3 The City Code allows a maximum of 1,008 square feet of detached accessory building <br />area with a conditional use permit. The Community Development Staff has processed <br />applications for larger amounts/size as a variance to said Code Section. <br /> <br />5.4 Mr. Knudson's single-family residential lot is 90 feet wide by 140 feet deep and is 12,600 <br />square feet in size. The parcel has a rear yard allowance of 1,680 square feet, well above <br />that allowed under the City Code and the principal structure (home) has a footprint of <br />1,148 square feet. <br /> <br />5.5 The Roseville City Code affords each single and two family residential property one <br />garden shed, 120 square feet in size, that does not count towards the accessory building <br />square foot total for a parcel/lot. However, the garden shed does count towards the <br />parcel/lot total impervious coverage. <br /> <br />5.6 Mr. Knudson does not have ~tate a garden shed on the premises and the City <br />Planner has calculated the difference from the requested variance to that allowed under a <br />CUP and with the placement of a garden shed, to be 34 square feet (1,094 requested; <br />1,128 allowed by Code). Although the 34 square foot difference is not a great difference <br />or magnitude, the requested action keeps all storage confined to one structure.
