January 5, 2014 <br /> Roseville City Council: <br /> Now that I have had time to review the RCA for the Council retreat and its attachments, <br /> I have more concerns than originally expressed to Mayor Roe in a phone <br /> conversation. The Rapp proposal as written seems to assume the only stakeholders in <br /> Roseville government are the Council and Senior Staff, and ignores some of the previous <br /> Roseville commitments to community engagement, collaboration, and transparency. <br /> As outlined in the Rap proposal (Attachment A, page 2) resident involvement and <br /> opportunity for comment is totally ignored. Previous Council commitments to <br /> th v o I(A`y,„, v" <br /> community collaboration and are overlooked, as are Council Mission <br /> Statement and Aspirations, Imagine 2025, the Comprehensive Plan, and the recently- <br /> completed community survey. In effect Rap is proposing that you start from scratch, <br /> and rely upon his expertise and the input of council members and senior staff to come <br /> up with a Strategic Plan for Roseville. <br /> The original staff concept of a retreat facilitator(see December 8 Recommendation for <br /> Council Action) has expanded beyond a neutral party to ensure communication and <br /> full participation, to a planning consultant to develop a Strategic Plan for the City based <br /> upon the retreat discussion. And the discussion is limited to Council, City Manager, and <br /> senior city staff. <br /> Originally the Council discussed hiring a meeting facilitator, and two half-days <br /> of retreat for the Council to hear from Department heads and then to discuss among <br /> themselves what directions each member would like the Council to proceed in this new <br /> year. Such a retreat would be an opportunity to see what common ground there was <br /> among the council, as well as to assess the current Council aspirations. <br /> The retreat has now become a workshop for the Council to develop a strategic plan <br /> guided by a planning consultant. There is much that is good in the Rapp proposal, and a <br /> Strategic Plan could be very useful., but not as proposed by Rapp in Attachment A.
