Rap's thirty years of experience seems to be stuck in the 1980's of <br /> community planning when all a municipality needed to do was to hire an expert to work <br /> with senior staff and present to Council. <br /> If you decide to proceed with a Strategic Planning Retreat you need to revise the Rap <br /> Proposal to provide opportunities for public input and response before his summary <br /> report is finalized. At a minimum I'd suggest between Session # 1 and the consultant's <br /> preparation of materials for the second session, and after the second session and prior <br /> to the finalization of the final report. <br /> I know of more than several Roseville residents who would like to advise the Council of <br /> their perceptions of City Hall Culture, Time needs to be provided as well for the public <br /> to become familiar with the issues and possible strategies before the summary report is <br /> completed, through information in City News and the new Web site. I'd suggest an <br /> extended schedule, the selection of a staff person available to residents to monitor the <br /> project, and the addition of opportunities for public input and collaboration. <br /> Previous councils and this council have an admirable record of involving residents in <br /> civic decision making, as evidenced in Imagine Roseville 2025, the Comprehensive Plan <br /> Advisory Committee, and the recent establishment to two new citizen commissions: <br /> Community Engagement and Finance.
