<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Section 1004.01A6 of the Roseville City Code (Maximum Total Surface Area) affords <br />each residential property owner a 30% impervious coverage based upon the total lot size. <br />In the case of the Prokop property this allowance cannot exceed 3,036 square feet <br />without an approved variance. <br /> <br />4.2 The Prokop home is a 1966 rambler situated on a 10,120 square foot lot. The home <br />has a footprint of 1,488 square feet (28 feet by 40 feet); an attached 352 square foot <br />(16 feet by 22 feet) garage; patio, driveway, and in-ground pool pavement totaling <br />1,888 square feet; and a 140 square foot pool equipment storage structure. Given <br />these current site conditions the Prokop's have a current impervious coverage of <br />3,868 square feet or 38 %. <br /> <br />4.3 The proposed improvement, elimination of the existing 352 attached garage and <br />replacing it with a larger, more functional attached garage of 913 square feet and <br />148 square feet of additional driveway area, brings the total impervious coverage of <br />the parcel to 4,577 square feet or 45 %. <br /> <br />4.4 A recently approved variance for John & Laura Huppertz allowed their improvements <br />(attached garage, pool, mudroom, expanded kitchen and large family room) to increase <br />from a Code allowance of 3,208 square feet to 4,329 square feet or an increase of 1,121 <br />square feet or 10%. The Huppertz parcel was 10,694 square feet or 574 square feet larger <br />that the Prokop parcel. <br /> <br />4.5 The current proposal places the attached garage to within 4 feet of the property line or an <br />encroachment of 1 foot into the required 5 foot side yard setback. The City could process <br />this encroachment under a Setback Permit, but that process can only begin after the <br />variance approval and which process will take an additional 3 to 4 weeks. <br /> <br />4.6 The Community Development Staff has reviewed the side yard setback issue and has <br />determined that there is no evident impact to the adjacent property. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The Prokop's purchased the home in 1986 and have out grown some of the homes <br />features, mainly the attached 352 square foot single stall garage. The Prokop's have three <br />vehicles that they desire to place within the new garage and they also have a need for <br />storage and a work area. <br /> <br />5.2 The proposed garage will be used to store four total vehicles, one (collectable) on a <br />hydraulic lift above one of the three vehicles they use daily. The rear of the garage will <br />be used for storage and a work space. A rear access door will be provided out to the <br />patio/pool area. <br /> <br />PF3443 - ReA 121602 - Page 2 of 5 <br />
