<br />Richard and Joan Prokop request a variance to construct an attached garage at their residence at <br />700 W. County Road B2 in Roseville, MN 55113. The Prokops have owned and lived at this <br />property since 1986 and were not aware of the 30% limit on the amotmt of impervious coverage <br />until 2000. The existing single car garage is not adequate in size to store the Prokop's three <br />vehicles inside and also provide space for storage or work areas. <br /> <br />The Prokop proposal is to demolish the existing 352 sq. ft. attached garage and construct a new <br />913 sq. ft. attached garage. The new garage will include two stalls with one stall equipped with a <br />platform lift to provide a second level storage for a "collector" vehicle. To the rear ofthe garage <br />will be space for a work area and storage. <br /> <br />The new garage structure will improve the aesthetics and functional use of the site by providing <br />enclosed storage for two family vehicles along with the collector vehicle. The roof height of the <br />new garage structure will be less than the two story + roof heights of nearby properties and will <br />blend in nicely with the neighborhood. <br /> <br />The Roseville Community Development Department, in a letter dated July 11, 2002 to Schoen <br />Associates, calculated the current impervious coverage on the parcel equals 3,453 square feet <br />(1,120 sq. ft. House, 352 sq. ft. attached garage, 140 sq. ft. detached accessory building for pool <br />equipment, 679 sq. ft. for a pool, 497 sq. ft. in patio area and 665 sq. ft. for driveway and <br />sidewalk). The proposed impervious coverage will be 4,174 sq. ft. including an additional 561 <br />sq. ft. of garage and approximately 160 sq. ft. of driveway/garage apron. <br /> <br />The size ofthis parcel is 10,114 sq. ft., which allows an impervious coverage of3,034 sq. ft. The <br />current coverage of 3,453 sq. ft. equals 34.2 %. The proposed coverage of 4,174 sq. ft. equals <br />41.3 % and thereby requires this application for a variance. <br /> <br />The proposed attached garage of913 sq. ft. plus the existing pool equipment shed detached <br />accessory building of 140 square feet 1,053 square feet which is less than the 1,120 square feet <br />exterior dimensional footprint of the principal house structure. <br /> <br />The soil on the Prokop property below the grass areas is sand that allows very good drainage and <br />water absorption. In addition, the roof rain gutters and downspouts for the new garage and the <br />existing house will be directed to the Prokop's front lawn areas and away from neighboring <br />properties. <br /> <br />The proposed garage walls will be stucco to match the existing house in color and texture. In <br />addition, the entire building will have all the stucco refinished at the same time. Roof shingles <br />will match the existing house which is scheduled to be reshingled at the time of construction. <br /> <br />Final Construction Drawings for a Building Permit will include all structural calculations for <br />determining roof truss design, girder truss design, laminated beam design and soil <br />bearing/footing design. <br /> <br />In closing, we are planning to spend a substantial amount of money to construct basically a two <br />
