Regular Planning Commission Meeting <br />Minutes – Wednesday, December 3, 2014 <br />Page 2 <br />Mr. Paschke clarified that the display of boats for sale was part of their display, and that <br />43 <br />the boats were not stored for long periods of time, but used as a staging area. <br />44 <br />Applicant Glenn Kloskin, Owner of Boaters Outlet <br />45 <br />Mr. Kloskin addressed the area in question, noting that the display area had never really <br />46 <br />been used for display, but only as a landing area to service boats; and noted that they <br />47 <br />were pulled into the back area every night. Mr. Kloskin suggested that observing them in <br />48 <br />the display area my mean they were just dropped off and had not yet been driven behind <br />49 <br />the fence. <br />50 <br />Member Cunningham sought clarification from Mr. Kloskin that the boats were not sitting <br />51 <br />there for a number of days. <br />52 <br />Mr. Kloskin confirmed that they had been delayed in relocating the boats since winter <br />53 <br />came early and with delivery of a truckload of new boats, they were behind in getting <br />54 <br />them out of the shrink wrap and inside the storeroom. Mr. Kloskin assured the <br />55 <br />Commission that this was unusual and apologized that 3 or 4 boats had been there for <br />56 <br />approximately 7 to 10 days, but advised that they will be relocated shortly. <br />57 <br />Given this situation, Vice Chair Boguszewski asked if this was an anomaly based on the <br />58 <br />ebb and flow of their business, or if it needed to be addressed as part of this Interim Use <br />59 <br />renewal consideration. <br />60 <br />Mr. Kloskin advised that it would typically happen only twice annually. <br />61 <br />If this Interim Permit were not approved, Vice Chair Boguszewski asked Mr. Kloskin if it <br />62 <br />would limit the ability for him to run his business. <br />63 <br />Mr. Kloskin responded that it would put him into bankruptcy. <br />64 <br />Vice Chair Boguszewski asked Mr. Kloskin if he had any plans to alter his business <br />65 <br />model or practices over the next five years, or if he intended to continue operating as in <br />66 <br />the past under the current Interim Use permit. <br />67 <br />Mr. Kloskin responded that he had no intent to increase traffic beyond what it had been, <br />68 <br />nor any intent to hire additional staff or increase the volume of his business. <br />69 <br />Vice Chair Boguszewski closed Public Hearing at 6:33 p.m.; no one spoke for or against. <br />70 <br />MOTION <br />71 <br />Member Cunningham moved, seconded by Member Murphy o recommend to the <br />72 <br />City Council renewed approval of the proposed Interim use for outdoor storage of <br />73 <br />boats for Boaters Outlet at 1705 County Road C West, subject to the conditions A <br />74 <br />through E as listed in the staff report, lines 86 through 104 and in accordance with <br />75 <br />Resolution No. 10770 (Attachment C) initially adopted December 16, 2009; and <br />76 <br />based on the comments and findings outlined in the staff report dated December 3, <br />77 <br />2014, as conditioned. <br />78 <br />Ayes: 4 <br />79 <br />Nays: 0 <br />80 <br />Abstentions: 1 (Murphy) <br />81 <br />Motion carried. <br />82 <br />Vice Chair Boguszewski advised that anticipated City Council action on this matter was <br />83 <br />scheduled for January 12, 2015. <br />84 <br />b. PLANNING FILE 14-029 <br />85 <br />Request by HR LLC for approval of a preliminary plat at 2750 Cleveland Avenue <br />86 <br />Vice Chair Boguszewski opened the Public Hearing for Planning File 09-029 at 6:35 p.m. <br />87 <br />City Planner Thomas Paschke summarized the request and staff’s analysis as detailed in <br />88 <br />the staff report dated December 3, 2014, for the remainder of the former “Old Dominion” <br />89 <br />property in the Twin Lakes Redevelopment Area for development of two hotels on the <br />90 <br />site, a 100 unit, five story Hampton Inn and a 105-unit, five story Home2 Suites. <br />91 <br /> <br />
