REQUEST FOR COUNCIL ACTION <br />Date: 1-26-15 <br />Item No.: <br />8.c <br />___________________________________________________________________________________ <br />Department Approval City Manager Approval <br />____________________________________________________________________________________ <br />Item Description: Accept Contract for Irrigation Replacements and Upgrades <br />____________________________________________________________________________________ <br />BACKGROUND <br />1 <br />On August 11, 2014 the City Council rejected proposals for irrigation replacements and upgrades and <br />2 <br />authorized re-soliciting proposals. The budget for this project is within the overall Park and Recreation <br />3 <br />Renewal Program (Renewal Program) and is $227,438. <br />4 <br />5 <br />ARequest for Proposals (RFP) wasre-issued on August 12, 2014 using the Best Value Procurement <br />6 <br />Method. <br />7 <br />8 <br />There were four proposals received. The processis complete and the Best Value Selection Summary is <br />9 <br />attached. <br />10 <br />11 <br />Firm 2H-2 was the highest ranked firm. However, before entering Clarification Phase with them, the <br />12 <br />City requested assurance that they could meet the bonding requirements for the full amount and duration <br />13 <br />of the multi-year contract. The firm identified that they could not meet the requirements. <br />14 <br />15 <br />The City then requested that firm 2H-4, the next highest ranked firm provide information on their bonding <br />16 <br />capability, and found that they met the City’s requirements. <br />17 <br />18 <br />The Best Value Contractorable to meet the necessary requirements has been identified as Mickman <br />19 <br />BrothersInc.(2H-4). The budget is $227,438. Their proposal for the scope of work is $215,815. <br />20 <br />21 <br />The scope of work will include irrigation replacements and upgrades to Acorn Park, Central Park Dale <br />22 <br />Street West, Central Park Lexington, Central Park Victoria East, Evergreen Park, Langton Lake Park, <br />23 <br />Lexington Park, Rosebrook Park and Villa Park as outlined in the attachedPre-Award Document. <br />24 <br />25 <br />Following City Council support and encouragement, the Best Value method of procurement has been <br />26 <br />utilized throughout the Renewal Program.The Best Value process focuses on the Best Value for the City, <br />27 <br />including quality projects at a fair price. The goal is to identify a contractor who has thoroughly thought <br />28 <br />through the project, has included everything foreseen, identifies risks and aplan to mitigate risks, and has <br />29 <br />proven their high performance capabilities through a scoring and interview process with an evaluation <br />30 <br />team. Theevaluation teamwas made up of city staff, a representative of LHB(the City’s lead consultant) <br />31 <br />and a Parks and Recreation Commissioner. <br />32 <br />33 <br />34 <br />13 <br />Page of <br /> <br />
