The best value process uses six selection criteria: <br />35 <br />PastPerformance Information (PPI) (5%) <br />36 <br />Project Capability(10%) <br />37 <br />Value Added(10%) <br />38 <br />Identification and Mitigation of Risk (15%) <br />39 <br />Cost (25%) <br />40 <br />Interview of Key Personnel (35%) <br />41 <br />The submittal evaluation process is “blind” (no bias from knowledge of consultant names by the selection <br />42 <br />committee), minimizes the decision making of the selection committee, and forces the contractors to <br />43 <br />show dominant and clear reasons as to why they should be hired. The process connects value with price, <br />44 <br />forcing contractors to show dominant value. To further minimize the bias bythe selection committee <br />45 <br />during the submittal evaluation process, the selection committee does the following: <br />46 <br />47 <br />1.Rates all criteria separately. <br />48 <br />2.Justifies any high or low rating. <br />49 <br />3.Does not see the prioritization of contractors until after the prioritization is completed. <br />50 <br />4.Does not see the price breakout and PPI until after the prioritization of the contractors. <br />51 <br />The Best Value Business Model has been a very thorough and time consuming process up front. Investing <br />52 <br />this amount of time in the process up front is expected to allow for a smoother process getting started, <br />53 <br />along the way and at the finish. Only “unforeseen” risks or client requested changes will need to be <br />54 <br />addressed by the City. <br />55 <br />56 <br />Attached is the Best Value Selection Summary, the City Standard Form of Agreement for Construction <br />57 <br />Services and the Pre-Award Document. The City Attorney has been involved along the way and will <br />58 <br />continue to provide guidance to finalize documents. <br />59 <br />60 <br />Thispackage is recommended tobe funded by the Renewal Program budget as planned. <br />61 <br />62 <br />PO <br />OLICY BJECTIVE <br />63 <br />It is the policy of the City to provide a community process and a thoughtful approach when making <br />64 <br />improvements to City facilities. <br />65 <br />66 <br />BI <br />UDGET MPLICATIONS <br />67 <br />The project cost of $215,815 is within the project budget of $227,438 and within the overall Renewal <br />68 <br />Program budget. <br />69 <br />70 <br />SR <br />TAFF ECOMMENDATION <br />71 <br />Staff recommends that Mickman Brothers. be selected as the Best Value contractor to perform irrigation <br />72 <br />replacements and upgrades to Acorn Park, Central Park Dale Street West, Central Park Lexington, <br />73 <br />Central Park Victoria East, Evergreen Park, Langton Lake Park, Lexington Park and Rosebrook Park and <br />74 <br />Villa Park as outlined in the attachedPre-Award Document. <br />75 <br />23 <br />Page of <br /> <br />
