Economic considerations alone shall not <br />constitute an undue hardship if reasonable use for the property exists under the terms of <br />the ordinance....The board or governing body as the case may be may impose conditions <br />in the granting of variances to insure compliance and to protect" <br /> <br />5.3 Staff analysis of undue hardship factors is as follows: <br /> <br />A. The property in question cannot be put to a reasonable use if used under <br />conditions allowed by the official controls: Institutional uses depend on signage <br />to acknowledge their location, similar to businesses in our community. The two <br />signs at Grace Church Roseville are non-conforming and have been in their <br />current locations for a number of years. Requiring strict compliance with the 15 <br />foot required setback would place both signs in locations with limited visibility. <br />The Community Development Staff has determined that the property can be <br />put to a reasonable use under the official controls if variances are granted for <br />the two ground signs. <br /> <br />B. The plight of the landowner is due to circumstances unique to the property not <br />created by the landowner: Although both of Grace Lutheran Church's existing <br />signs are non-conforming they provide much need identification and direct <br />parishioners, visitors, and deliveries in to the site and to the complex. Existing <br />trees and elevation change of the immediate area hamper placement of a new sign <br />in conformance with Section 1009.03M. The Community Development Staff <br />has determined that the plight of the landowner is due to circumstances <br />unique to the property not created by the landowner. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br />The new sign along County Road B2 will be outside the public right-of-way for <br />the first time in many years, and both signs will have a limited impact on the <br />surrounding area. The Community Development Staff has determined that <br />this variance, if granted, will not alter the essential character of the locality. <br />nor adversely affect the public health, safety, or general welfare, of the city <br />or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Department recommends approval of the request by Grace <br />Church Roseville for a 15 foot variance to Section 1009.03M of the Roseville City Code <br />for a ground sign along County Road B2 and a 12 foot variance to Section 1009.03M of <br />the Roseville City Code for a ground sign along Hamline Avenue, both for property at <br />1310 County Road B2, subject to the following conditions: <br /> <br />A The verification of the west and north property lines prior to the issuance of a sign <br />permit. <br /> <br />PF3446 - ReA 121602 - Page 3 of 4 <br />
