C. <br />Agenda Section: <br />LAND USE <br /> <br />Item Description: <br /> <br />A request by Gem Investments (Mark Casci) in cooperation with Abra Auto <br />Body & Glass for a GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT, REZONING and PRELIMINARY PLAT to allow the <br />redevelopment 1910 County Road C (PF3448). <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Gem Investments (Mark Casci) & Abra Auto Body and Glass have requested approval of a 2.8 <br />acre mixed-use, two lot, General Concept Planned Unit Development to redevelop the property <br />at 1910 County Road C. The applicant seeks to construct an 18,000 square foot Abra Auto <br />Body & Glass facility on the front (north) portion of the parcel (business office and industrial <br />use) and a 7,200 office/warehouse facility at the rear (south) of the parcel (industrial use). The <br />existing parcel would be subdivided into two lots and rezoned from the current designation of <br />I-I, Light Industrial to Planned Unit Development with an underlying zoning of I-I, Light <br />Industrial. <br /> <br />PROJECT REVIEW HISTORY <br />. Sketch Plan reviewed by Planning Commission on November 6, 2002 <br />. Application submitted on February 14,2003 <br />. Application determined complete on February 28,2003 <br />. 60-day review deadline on April 29, 2003. <br />. Staff Review: Approval with conditions March 5,2003. <br />. Planning Commission: Hearing & Approval (7-0) Recommendation - March 5, 2003. <br />. City Council Action: Approval of Concept/Preliminary Plat - March 31, 2003. <br /> <br />2.0 SUMMARY of RECOMMENDATION: <br /> <br />2.1 The preliminary plan, General Concept, and rezoning to Planned Unit Development consists of <br />office, warehousing, and auto painting and body repair, and limited light industrial uses with an <br />underlying zoning of I-I, Light Industrial District with conditions. This proposal is consistent <br />with the Comprehensive Plan (Planning District 10) and the Tower Place Master Plan and <br />should be approved. <br /> <br />3.0 SUGGESTED ACTION: <br />By three motions, approve: <br />a. Preliminary Plat, <br />b. General Concept Plan of the Planned Unit Development <br />c.
