<br />4.8 Access to the site will initially be from County Road C. In 2004, Ramsey County will <br />construct a frontage road as part of the County Road C reconstruction project between the <br />proposed Abra structure and the railroad right-of-way. This frontage road will have a <br />direct access to County Road C via the new Prior Street intersection. This intersection is <br />anticipated to be signalized when Twin Lakes Business Park is complete (attachment A <br />- a photo copy not to scale). <br /> <br />4.9 The Abra structure will be constructed of color impregnated (tan) burnished block, <br />spandrel glass panels, glazed accent (black) blocks, pre-finished metal (silver) panels and <br />flashing, as well as anodized aluminum doors and windows. <br /> <br />4.10 The structure will have a primary height of 20 feet, with the portion encompassing the <br />customer service increased to 25 feet in height. The structure will be 150 feet long (north <br />to south) and generally 120 feet wide (east to west). <br /> <br />4.11 Trash and recyclables will be contained in a fenced and screened enclosure within the <br />secured (fenced) vehicle area at the rear of the structure. The secured vehicle storage <br />area is for only those vehicles awaiting repair, which area has two access points; one on <br />the east and one on the south. <br /> <br />4.12 A full site landscape plan has been submitted for review and comment. The extensive <br />plan indicates the use of linden, honey locust, ash, flowering crab, lilac and spruce trees, <br />dogwood, spirea, and juniper shrubs, daylily perennials, and sod. Irrigation will be <br />required for the full site. <br /> <br />4.13 A full site lighting plan has been submitted for review and comment. The plan includes <br />single and double shoebox/cut-off variety lighting standards on poles that are 32 feet in <br />height. <br /> <br />4.14 Utilities (sanitary sewer and water main) will be provided to both structures from existing <br />main lines that lie in the front yard portion of the subject site. City storm sewer has <br />capacity and will be provided for the site. The proposal also includes two designated <br />infiltration areas to reduce particulate and storm water rate, one west of the Casci <br />development and one in the front yard of the Abra development. The storm water plan <br />for the site has received the approval of the Rice Creek Watershed (see attached). <br /> <br />4.15 Traffic for the Abra development (new vehicles) is estimated at 224 vehicle movements <br />per day. Daily vehicle counts on County Road Care 16,000, with an anticipated volume <br />of 17,300 by 2010 and 18,700 by 2020. The new County Road C will have a capacity <br />between 20,000 to 24,000 vehicle trips/day. <br /> <br />CASCI DEVELOPMENT: <br /> <br />4.16 The. 76 acre Casci development will consist of a 7,200 square foot single story structure <br />located at the rear of the subject site. Access to the lot will be through a perpetual private, <br />shared access easement for a driveway and parking area over the Abra parcel.
